PURPOSE
Requesting City Council approval of a formal bid for the Ken Mitchell 1 Piping Addition Project to the lowest most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract. Municipal Code Section 3.08.090, ". . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council."
BACKGROUND/HISTORY
Ken Mitchell Cell 1 has an existing pump station that includes two wet wells and one metering building. The well on the river side pumps from the river to fill the reservoir and houses three pumps. All three pumps are separately metered, and then are piped together in a single raw water line that runs out of the building and into the reservoir. This single pipe creates a restriction and decreases flow and efficiency of the current pumps.
This project will be for the construction of adding two additional raw water lines so that all three river pumps discharge into the reservoir separately without a restriction. This construction project will increase the amount of flow and efficiency of the existing pumps. The construction will be per the design by Drexel Barrell.
Formal bids were received from qualified Contractors for the Ken Mitchell 1 Piping Addition Project on April 9, 2015 at 11:00 AM. All bids received were opened and read into record by the Procurement & Contracts Supervisor at a public bid opening.

FINANCIAL IMPACT
Sufficient funding was approved in the 2015 budget for the Ken Mitchell 1 Piping Addition Project. The bid from BT Construction Inc. is within the budgeted amount.
STAFF RECOMMENDATION
In Brighton Staff thoroughly completing the review and evaluation of this bid, the recommendation is to award to the lowest most responsive and responsible bid of BT Construction Inc., in the amount of One Hundred Forty Seven Thousand Six Hundred Ninety Dollars ($147,690.00) for the Ken Mitchell 1 Piping Addition Project . BT Construction Inc. is in good standing with the State of Colorado.
