1. CALL TO ORDER
Mayor Pro Tem Padilla called the meeting to order at 6:00 p.m.

Councilmember Johnston led the recitation of the Pledge of Allegiance to the American Flag.

A. LGBTQ+ Pride Month Proclamation
Councilmember Taddeo read the Proclamation into the record.
5. PUBLIC INVITED TO BE HEARD ON MATTERS NOT ON THE AGENDA

Tom Lampo prayed for the city.
Nancy Besaw spoke in support of Palizzi Farms.
Tammy Smith spoke in support of Palizzi Farms.
Scot Dutcher spoke about the support for Palizzi Farms in the City of Brighton.
Steven Fowler spoke in support of Palizzi Farms.
Debora Palizzi spoke about the processes her farm uses to farm her land and indicated she will not be able to irrigate her land with these pipes in place.
Emily Ostrandev representing Palizzi stated that the city was lied to by the developer.
Charlene Perea spoke in support of Palizzi farm.
Pete Phibbs stated that the Palizzi Farm supports the community and feels this issue should be looked at again.
Don Woodworth feels Parkland misrepresented themselves to the Planning Commission and is in support of the farm.
Dave Petrocco feels this would have a large impact on the irrigated farm.
Teralyn Romero spoke in support of Palizzi Farm.

7. ORDINANCES FOR INITIAL CONSIDERATION
A. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BRIGHTON, COLORADO, AMENDING SECTION 13-4-05 AND SECTION 13-4-10(a) OF THE BRIGHTON MUNICIPAL CODE REGARDING FEE-IN-LIEU OF WATER DEDICATION FOR AFFORDABLE HOUSING PROJECTS
Mayor Pro Tem Padilla read the title of the Ordinance into the record.
City Manager Michael Martinez explained that a fee-in-lieu for affordable housing is something the city can do. The water does need to be provided; the mechanism is just changing for how the water will be brought to the city.
Motion by Councilmember Green, seconded by Councilmember Taddeo, to Approve the Ordinance. Motion passed by the following vote:

Motion by Councilmember Fiedler, seconded by Councilmember Snyder, to Cancel the June 18, 2024 City Council Meeting for the Colorado Municipal League Conference. Motion passed by the following vote:

C. Development Review Discussion
Councilmember Johnston discussed the development review process in the city.
Motion by Councilmember Johnston, seconded by Councilmember Snyder, to ask staff to create a reporting mechanism and enforcement tool to force compliance with all original development agreements for buildout and to have staff present Council these options at the July 9, 2024 meeting. Motion passed by the following vote:

A. By the Mayor
Mayor Pro Tem Padilla attended Brighton Summerfest and a concert at the Armory. ADCO Pride Fest is Saturday, Flix and Kicks at Founders Plaza is Thursday and the wrapped signal boxes are being installed.
B. By Department Directors
Chief of Police Matt Domenico updated City Council on the Adams County Family Justice Center strategic planning session.
C. By the City Attorney
D. By the City Manager
City Manager Michael Martinez presented the Board & Commission Vacancy update.
E. By City Council
Councilmember Taddeo attended Brighton Summerfest.
Councilmember Pawlowski attended Brighton Summerfest and an E-470 event.
Councilmember Worth attended the Brighton Employees Charities picnic, the ADCOG meeting, the AC-REP meeting, the Tour of the Water Treatment Facility, the Tour of Housing Authority properties, and the Brighton Housing Authority workshop.
Councilmember Johnston reported that Brighton High School and Riverdale Ridge have a football scrimmage this week.
Councilmember Fiedler attended Brighton Summerfest.
Councilmember Snyder attended a concert at the Armory and Brighton Summerfest.
11. EXECUTIVE SESSION
A. Motion by Councilmember Pawlowski, seconded by Councilmember Fiedler, to go into Executive Session at 7:28 p.m. pursuant to C.R.S. Section 24-6-402 (4)(b) and Charter Section 5.4 (C)(3) to receive legal advice. Motion passed by the following vote:

B. Motion by Councilmember Pawlowski, seconded by Councilmember Fiedler, to go into Executive Session at 7:30 p.m. pursuant to C.R.S Section 24-6-402 (4)(a) and Charter Section 5.4 (C)(1)(2) for negotiations and to discuss real property acquisitions or sales. Motion passed by the following vote:
