PURPOSE

 

To have Council adopt the proposed rates, fees, and charges to be assessed by the City of Brighton for 2025.

BACKGROUND

 

The City Council is mandated to establish a resolution delineating specific rates, fees, and charges for the City of Brighton annually. For the 2025 calendar year, the most significant changes are due to reformatting of the document. This re-formatting ensures consistency as well as ADA accessibility of the document. The changes recommended to fees for 2025 are to reflect to actual cost of doing business.

The first group of changes recommended is for the Recreation Center. Changes include increasing punch passes vists from 15 to 20, and passes from quarterly to monthly,with pricing adjusted accordingly. Moreover, the cost of facility rentals at the Recreation Center, such as the gymnasium, recreation center pool, aerobics, and dance room, as well as personal training rates, have been adjusted to ensure pricing consistency and competitiveness with surrounding agencies. For youth and adult sports programming, fees have also been adjusted and transformed into price ranges instead of individual pricing, based on surrounding agencies' pricing structures and to allow flexibility.

The pricing for the Eagle View Adult Center has also been adjusted to match the Brighton Recreation Center pricing to ensure consistency across all facilities. In the Oasis Family Aquatic Park, fees have also been adjusted after a cost comparison with other organizations indicated we were not in line with current market rates.

In the Production or Copying of Public Records section, the cost of research and retrieval for Colorado Open Records Act requests by the city has been raised to align with the state increase. The cost to print municipal code books (previously in Attachment 10) has also been removed as we have not received a request for this service in years since the municipal code is available on the City’s website.

This resolution also includes several new items as compared to last year. This includes the addition of Marijuana Fees (replaced municipal code books in attachment 10), Development Impact Fees (attachment 14), as well as Water, Wastewater, and Storm Drainage Fees and Charges (added to attachment 13). These fees have already been discussed with Council and were previously contained in separate resolutions. Beginning in 2025 and in future years, these fees will be included in the fee resolution for more consistency.

Staff is requesting the adoption of this resolution so as to allow staff ample time to communicate changes to the public prior to January 1, 2025. These recommendations were developed through close consultation between the Budget & Performance Team, and the departments charging each fee and reflect revenue necessary for continued levels of service as well as a review of fees and charges implemented by neighboring communities.
