PURPOSE
Requesting City Council approval of a Contract Amendment for Engineering Construction Oversight of Project #19-023 Non-potable Pond Pump Station and approving the resolution giving the City Manager authority to sign the contract. Municipal Code Section 3.08.090, “. . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the City Council.”
BACKGROUND/HISTORY
A critical component of the City of Brighton’s municipal water system is a non-potable facility that is used to supply water to irrigate various parks throughout the city. There are operational issues with the current facility that have prompted the design of a rehabilitation project. These issues include: sediment buildup from the Fulton Lateral in the pond, inefficient pump placement within the wet well, ineffective backwash discharge location, and lack of access to intake structures for repair or maintenance.
The scope of the project includes:
• Construction of a new wet well
• Placement of a pre-packaged pump station skid
• Electrical work to connect pre-packaged pump station to existing electrical
• Construction of new access ramp, intake structures and back wash line.
Formal bids for construction of the project were received on November 2, 2020. To accompany the construction of the project, the City had requested engineering construction oversight from the design engineer, RESPC Engineering. The original design contract with RESPEC was approved by Council on September 4, 2019.
Engineering oversight responsibilities for this project include submittal review, on site construction meetings, startup coordination, and other duties as bid.
FINANCIAL IMPACT
Sufficient funding was approved in the 2020 budget for Utilities infrastructure projects. The proposal from RESPEC Engineering. is within the budgeted amount.
STAFF RECOMMENDATION
The recommendation is to approve the contract amendment for construction oversight of contract #19-023 Non-Potable Pond Pump Station of RESPEC Engineering in the amount and not to exceed total of One Hundred Fourteen Thousand Five Hundred and Fourteen Dollars ($114,514).
RESPEC Engineering is in good standing with the State of Colorado.
