PURPOSE

Requesting City Council approval of a formal solicitation for the Non-Potable Pond Rehabilitation Design Project to the most responsive and responsible proposer, and approving the resolution giving the City Manager or Designee, authority to sign the contract.  Pursuant to Municipal Code Section 3-8-90, all bids and proposals in excess of $50,000.00 shall be awarded through formal written procedures by the City Council. 

BACKGROUND/HISTORY

 

City of Brighton has a Non Potable (or Raw water) system.  This system takes irrigation water from the Fulton Ditch and uses it to irrigate various parks throughout the City.  This is very important to the City as this relieves demand off of the Potable (or treated water) system.  This system was established in 2011, but has not been operating effectively, especially for the last couple of years.

 

This project will look at rehabbing the existing pump station, which will include a larger wet well and new pump station to meet the irrigation demand of the parks.  It will also include a new location on the ditch that will help reduce sediment transport into the pond as well as an access ramp to the bottom of the pond for maintenance of existing aerators and sediment removal.

 

A recommended pre-proposal conference was held at the site on August 8, 2019 at 11:00 AM. 

 

Formal bids were received on August, 16, 2019 at 10:00 AM.

 

All bids received were opened and read into the record by Procurement & Contracts at a public bid opening.

FINANCIAL IMPACT

Sufficient funding was approved in the 2019 Water Activity Enterprise Fund for the Non-Potable Pond Rehab Project. The bid from RESPEC is within the budgeted amount.

 

 

STAFF RECOMMENDATION

The Procurement & Contracts Division, in working with the Infrastructure Department and completing the review and evaluation of this bid, the recommendation is to award to the lowest most responsive and responsible bidder to perform the required services of RESPEC in the amount of Sixty-Eight Thousand Five Hundred and Fifty Dollars ($68,550.00).

 

RESPEC, a company authorized to do business in the state of Colorado, is in good standing with the State of Colorado.
