PURPOSE
Update the City Council and the Planning Commission on progress made on the Comprehensive Plan through the second phase of community engagement.
PROCESSES
Per the Land Use and Development Code Section 1.03B, the Planning Commission is responsible for overseeing long range planning and the comprehensive plan decisions and recommendations. The Comprehensive Plan is also subject to ratification by City Council. For long range cooperative purposes, there may be joint planning sessions to understand all recommendations and decisions pertaining to the Comprehensive Plan.
BACKGROUND AND SUMMARY OF THE COMPREHENSIVE PLAN
One of the most significant tasks in creating a comprehensive plan is soliciting robust community feedback. The advisory committee, open house, workshops and survey are various methods for the community engagement process. City Council and Planning Commission feedback is critical to the Comprehensive Plan process in terms of guiding staff and the consultant on the direction of the Future Land Use Map and draft of the plan.
This packet includes summaries of robust feedback received in the first community engagement window as it was not yet available during the last update to City Council. These documents include:
• The results from the Community Questionnaire conducted by Design Workshop. This includes open format responses as well as multiple choice. This questionnaire was open to the public and advertised on the city’s website, business cards and flyers throughout the city. This survey was not weighted, meaning every response is treated equally.
• The summary report for the statistically valid survey. Staff conducted a statistically valid survey with Y2Analytics and this survey chose a targeted randomized population. The summary report created by Y2Analytics relays the results received from the statistically valid survey. This survey was weighted, meaning the responses were given more or less importance based on the demographics of responders versus those same demographics in Brighton’s population. These results can be relied upon as the community voice.
• The full survey results from the statistically valid survey conducted by Y2Analytics. This contains all questions and answers in chart form from the statistically valid survey.
• The topline results from the statistically valid survey conducted by Y2Analytics. This document showcases the individual verbatim responses for each question.
The information received in the first community engagement window guided the topics presented in the second community engagement window.
Staff and Design Workshop, the consultant for the Comprehensive plan, recently completed Community Engagement Window Two. On March 9, three interactive workshops were conducted in addition to an open house in the evening. The workshops and open house had a total of 111 participants. Both public engagement methods were open to the public and advertised on flyers, the City’s website, a traffic sign placed on Bridge Street and published in the Brighton Weekly. Staff also engaged HOAs, neighborhood groups, and community partners directly.
To ensure broader input, a community questionnaire was available for those who couldn’t attend the workshops or open house. The questionnaire was open from March 9th through March 23rd and a total of 107 responses were collected.
Key themes and public preferences were identified during Community Engagement Window Two, particularly related to growth and land use types. A summary memo for Community Engagement 2 is included in the packet. As the project moves into the next phase, the feedback received will guide the creation of a new Future Land Use Map and related policies within the Comprehensive Plan.
