                     Mayor Mills called the meeting to order at 6:00 p.m.

 

                     A.  Pledge of Allegiance to the American Flag

 

                     Mayor Pro Tem Blackhurst led the recitation of the Pledge of Allegiance to the American Flag.

                     Councilmember Taddeo asked that the Regular Agenda be amended to move Item 11A to a later date.

 

                     Motion by Councilmember Taddeo, seconded by Councilmember Pawlowski, to approve the                      Regular Agenda as amended. Motion passed by the following vote:

                     Resolution No. 2023-127

 

                     Motion by Councilmember Pawlowski, seconded by Councilmember Green, to approve the                      Consent Agenda as presented. Motion passed by the following vote:

City Council recognized the Brighton Office for Victim Assistance.

 

 

5.  PUBLIC INVITED TO BE HEARD ON MATTERS NOT ON THE AGENDA  (Speakers limited to five minutes)

 

                     Tom Lampo prayed for the city.

 

                     Verlane Saxton thanked Council for listening to residents and thanked them for considering making the right decision for neighbors around Brighton High School.

 

6.  PUBLIC HEARINGS

 

                     A.                     A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRIGHTON, COLORADO,                      AMENDING CERTAIN ACCOUNTS IN THE GENERAL FUND, CAPITAL FUND, AND                      BENEFITS INTERNAL SERVICE FUND; AND APPROPRIATING MONEY FOR                      EXPENDITURES IN THE AMOUNT OF ONE MILLION SIX HUNDRED FORTY-ONE                      THOUSAND TWO HUNDRED DOLLARS ($1,641,200) TO SUPPORT ADDITIONAL                      WATER USAGE AT THE OASIS, THE AWARD OF A STATE’S MISSION FOR                      ASSISTANCE IN RECRUITING AND TRAINING (SMART) GRANT, AN ENGINEERING                      ASSESSMENT FOR THE CITY’S TORNADO SIRENS, EARLY PURCHASE OF                      DEICER, HIGHER THAN NORMAL   HEALTHCARE  CLAIMS,  AND  EMERGENCY                       PURCHASE OF REPLACEMENT UNINTERRUPTED POWER SUPPLIES

 

                     Mayor Mills read the title of the Resolution into the record.

 

Mayor Mills opened the public hearing at 6:21 p.m. and City Clerk Natalie Hoel verified the required postings and publications (November 9, 2023 in the Brighton Standard Blade) for this public hearing were completed.

 

Budget and Performance Manager Kayla Barber-Perrotta presented the 4th Amendment to the 2023 budget. The amendment is needed for the Oasis Family Aquatic Park water usage, a SMART Grant, a tornado sirens study, early purchase of deicer, funding for higher-than-normal health claims and the purchase of uninterrupted power supply units for a total of $1,641,200. The overall 2023 budget amount is 320.1 million dollars.

 

Mayor Mills asked if anyone in the audience wished to speak on behalf of or against the request, there was none.

 

Mayor Mills asked if any correspondence had been received, there was none.

 

Mayor Mills asked if there were questions from City Council.

 

Councilmember Green asked if the water leak at the Oasis is being fixed and Manager Barber-Perrotta explained that resurfacing work is being done. 

 

Mayor Mills closed the public hearing at 6:28 p.m.

7.  ORDINANCES FOR INITIAL CONSIDERATION

 

 

                     A.                     AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BRIGHTON, COLORADO,                      AMENDING CERTAIN SECTIONS OF ARTICLE 2-40 OF THE BRIGHTON                      MUNICIPAL CODE                     REGARDING THE COMPOSITION OF THE BRIGHTON                      HOUSING AUTHORITY

 

                     Mayor Mills read the title of the Ordinance into the record.

 

City Attorney Alicia Calderon presented the amendments to the Municipal Code. These include clarification that the Mayor appoints a City Councilmember to serve for two years, adding the City Manager as a voting member and broadening the definition of non-resident to allow someone with significant ties to the community to be able to serve.

                     

                     Motion by Councilmember Padilla, seconded by Councilmember Taddeo, to approve the                      Ordinance. Motion passed by the following vote:

                     A.                     AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BRIGHTON, COLORADO,                      APPROVING THE BROMLEY FARMS ZONING MAP AMENDMENT FROM THE                      BROMLEY FARMS PLANNED UNIT DEVELOPMENT TO THE ZONING                      DESIGNATIONS R-1A, R-1B, R-3, AND O FOR AN APPROXIMATELY 142.72 ACRES                      OF PROPERTY, GENERALLY LOCATED TO THE SOUTH OF BROMLEY LANE,                      EAST OF CHAMBERS ROAD, WEST OF THE BRIGHTON OASIS FAMILY AQUATIC                      PARK, NORTH OF THE INDIGO TRAILS SUBDIVISION, AND MORE SPECIFICALLY                      LOCATED IN THE NORTHWEST QUARTER OF SECTION 17, TOWNSHIP 1 SOUTH,                      RANGE 66 WEST OF THE SIXTH PRINCIPAL MERIDIAN, CITY OF BRIGHTON,                      COUNTY OF ADAMS, STATE OF COLORADO

                     Mayor Mills attended the Ac-Rep meeting, the Airport Coordinating Committee meeting, the Chamber luncheon, the Adams County Veterans Salute event, the 7th Day Adventist Church Community Appreciation event, the National League of Cities conference, and the BJAA 75th Anniversary celebration.

 

                     B.  By Department Directors

 

                     Sustainability Coordinator Traci McLean updated City Council on the project to upgrade the city’s streetlights to                      LED lights.

 

Chief of Police Matthew Domenico reported that the Police Department upgraded equipment in the police vehicles and were able to donate the older equipment to several smaller municipalities in the state.

                     City Manager Michael Martinez announced that City Hall will be closed on Thursday and Friday.

                     Councilmember Padilla attended the Adams County Water Quality Association meeting.

 

Councilmember Pawlowski attended the BJAA 75th Anniversary celebration.

 

Councilmember Green attended the Chamber luncheon, the First Annual Veterans Memorial celebration and announced that the Hmong New Years Celebration is this weekend.

 

Councilmember Taddeo attended the Chamber luncheon and the Legacy Foundation meeting.
