PURPOSE
Requesting City Council approval for the procurement of 20-006478 Ken Mitchell Cell 1 Gravity Line and Sump Drain Line Design Improvements by awarding a contract to Olsson, Inc., deemed the most responsive and responsible bidder of the two (2) received in response to the posted solicitation, and approving the resolution giving the City Manager, or designee, authority to sign the contract. Per City Code Section 3-8-90: “[a]ll materials, supplies, equipment, service and construction contracts, except as otherwise provided in this Article, with an estimated cost of greater than fifty thousand dollars ($50,000.00), shall be awarded through the formal bid process or the formal RFP process by the City Council. After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest, most responsive and responsible bidder.”

BACKGROUND
Formal Bids were requested from qualified engineers for the design of flow meter structures to be installed on the two existing gravity intake pipelines that run from the City’s Ken Mitchell Cell 1 diversion structure on the South Platte River to the Cell 1 reservoir. These proposed water measurement structures will measure water diverted from the South Platte River to the Cell 1 reservoir and are vital to the City’s water augmentation system. The diversion structure and reservoir inlets are shown on the Site Map in Figure 1, below. The Colorado Division of Water Resources (Office of the State Engineer) requires the installation of flow measurement devices in order to operate these gravity intake pipelines.
This project will also provide the design for needed improvements to the sump pump system in a valve and control building in the same area next to Ken Mitchell Cell 1 shown in Figure 1. The existing sump pump system is inoperable and undersized.
Two (2) formal bids were received on October 30, 2020. The bids were opened and read into the record by the Procurement Specialist at a public bid opening. The low bid was submitted by Olsson, Inc. in the amount of $76,859.00. The Finance Department placed the project on hold at the time for budgetary reasons. The project was recently approved to proceed. Olsson, Inc. reviewed their bid and agreed to proceed at the previously bid price.

STAFF RECOMMENDATION
Staff recommends that the City Council approve the request to issue an award to Olsson, Inc. as the lowest, most responsive and responsible proposer.
