PURPOSE
A Resolution authorizing the City of Brighton to enter into a Grant Agreement with the State of Colorado Department of Local Affairs, for grant funding in the amount not to exceed $700,000.00 for the “Brighton Historic Depot Rehabilitation and Adaptive Reuse” and authorizing the City Manager or his designee to sign and execute the Grant Agreement; and setting forth other related details.

BACKGROUND
In early 2018, staff became aware that the historic train depot in Brighton was listed for sale. The property owner approached the City regarding purchasing the property. After an accelerated due diligence period, the City closed on the acquisition of this property in May.
As part of the due diligence, staff completed visioning on how to activate and reuse this building, integrating it more effectively with the adjacent Armory and library. In April 2018, the City submitted a grant request to the Colorado Department of Local Affairs (DOLA) in the amount of $700,000 to assist with this rehabilitation. In August 2018, a small representation from the City went to Cortez, Colorado to make a formal presentation as part of the grant review process. Shortly thereafter, the City was notified that the grant application was recommended for the full funding request.
Local representatives from DOLA have provided staff with their standard “Grant Agreement” form for execution. This agreement has been reviewed by the City Attorney’s Office and found to be acceptable for execution. It is important to note that the City is precluded from spending any funds on this project until all grant documents are fully executed.
The execution of this Grant Agreement will allow staff to continue the process of going out to select a general contractor, architect or any other necessary trades needed for the rehabilitation activities this project contemplates.
FINANCIAL IMPACT
Signing the Grant Agreement with DOLA will allow the City of Brighton to receive $700,000.00 in grant funding for the “Brighton Historic Depot Rehabilitation and Adaptive Reuse”. The City’s match was previously included in the grant request and budgeted as these funds were used to acquire the building in May 2018. These grant funds will provide a reimbursement to the City once the improvements are made.
STAFF RECOMMENDATION
It is recommended that City Council approve the Resolution authorizing the City of Brighton enter into a Grant Agreement with DOLA, for grant funding in the amount not to exceed $700,000.00 for the “Brighton Historic Depot Rehabilitation and Adaptive Reuse”; authorizing a 2018 Budget Amendment; authorizing the City Manager to sign and execute the Grant Agreement; and setting forth other related details.
