PURPOSE
Requesting City Council approval of formal solicitation for project # 20-006479 Roofing Project to the most responsive and responsible bidder, and approving the resolution giving the City Manager, or Designee, authority to sign the contract. Municipal Code Section 3.08.090, “…All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the City Council.”
BACKGROUND/HISTORY
On June 18, 2018, a massive hail storm ripped through the Front Range causing record amounts of damage. Several city properties were significantly damaged. This bid covers the following structures (detailed description of the work to be performed is attached):
1. 1886 Historic Church, 1475 S. Main
2. Meter Shop, 575 Bush Street
3. Bromley Farm, 1594 E. Bromley Lane
4. Eagle View Adult Center, 1150 Prairie Center
5. Water Plant, 4350 E. Bromley Lane
6. Parks Maintenance Shop and Shed, 807 Voiles
7. Brighton Recreation Center Park Shelters, 555 N. 11th
8. Hattendorf Farm, 14605 Sable
The City of Brighton’s insurance provider, CIRSA (Colorado Intergovernmental Risk Sharing Agency) was notified of the loss. Frontier Adjusters reviewed the damage and determined what needed to be replaced on each structure and gave the damage value. CIRSA issued an ACV (Actual Cash Value) reimbursement to the city of $667,967.71 to complete all city property repairs. Please note that Brighton City Hall’s roof was replaced in September. This bid covers all the remaining property damaged from the hail storm. The City of Brighton’s roofing inspector, Cave Consulting, also verified the need for replacement and estimated cost. The city received 3 bids.
FINANCIAL IMPACT
Sufficient appropriation exists for the project. CIRSA has reimbursed the City for the damage minus depreciation.
STAFF RECOMMENDATION
It is recommended, by the Procurement & Contracts and Facilities Divisions, that the City of Brighton award the contract for the subject project in the amount of Three Hundred Sixty Thousand Two Hundred Forty Eight Dollars ($360,248.00) to the lowest responsive and responsible bidder of Alpine Roofing LTD.
