PURPOSE
To present an opportunity to apply for a 2023 WaterSMART grant through the Bureau of Reclamation for the construction of a non-potable pump station at Lutz Reservoir. Staff is seeking support from Council to move forward with the grant application.

BACKGROUND/HISTORY
Water security is a high priority for the City of Brighton. Brighton’s rapid expansion and subsequent increases in its water demand have led the City to seek short-term and long-term improvements to its water infrastructure. Through the WaterSMART Grant, a program through the Bureau of Reclamation that offers federal funding for water infrastructure projects, Brighton can accelerate efforts to address the sustainability challenges it faces.
To reduce the costs of treating water, the City’s Utilities Department seeks to construct a pump station at Lutz Reservoir. The pump station will allow non-potable water to be pumped into the existing and future non-potable water system in the service area surrounding the reservoir. Enhancing the non-potable capabilities of the Lutz Reservoir will reduce the amount of treated water being used for irrigation purposes by over 25 million gallons of water per year with the ability to expand and increase the amount of savings.
The grant requires a resolution of support from the Council to be incorporated in the grant application. The overall project is estimated to cost $4,118,000 with the City providing a match of approximately $2,245,676 and $2,000,000 coming from Federal Funds, should the grant be awarded. The $2,245,676 match is already accounted for in the City’s 5-year CIP under the allocation for this project.
