PURPOSE
Requesting City Council approval of a formal solicitation for the City of Brighton, Two City Open Space Parks Projects to the most responsive and responsible proposer, and approving the resolution giving the Mayor authority to sign the contract. Municipal Code Section 3.08.090, “. . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council.”

BACKGROUND/HISTORY
This Request for award is for two (2) separate Open Space projects. The first project is for the Prairie Lakes Open Space Master Plan. The second project is for the Ken Mitchell Open Space Entrance Project (Aichelman Property).
Prairie Lakes Open Space:
This project is to complete a Master Plan for the development of the Prairie Lakes Open Space. The Prairie Lakes Open Space is a 100+ acre site that is located in the southeastern section of Brighton. The location of the open space is east of Brighton Lakes subdivision development, north of East 136th Avenue, west of South 27th Avenue, and south of 144th Avenue (Eagle Blvd.). The site currently includes lakes/ponds, trees, partial trail, farm land, and wildlife.
Ken Mitchell Entrance Property (Aichelman Property):
This project is to complete a Final Development Plan and Construction Documents for the Aichelman Property, which includes parking lots, entrance feature and entrance road to the Ken Mitchell Open Space, trails, and native landscape treatment of the Aichelman Property site.
The Aichelman Property is a 16 acre site within the Ken Mitchell Open Space. It is located west of Brighton Road and East of the South Platte River at approximately West 144th Avenue. The site presently contains an historic two story house, area around the house that has been previously mined, and a dirt road entry to the house. Development of the house is not part of this project. The site does have some sightings of wildlife and bird life.
Three (3) formal proposals were received on July 2, 2018 at 10:00 AM.
The firms submitting proposals are:

Ø Norris Design
Ø Professional Engineering Consultants
The Proposals received were evaluated by the project team and while all were impressive one best met the vision of the Project Team.
FINANCIAL IMPACT
The Aichelman Property portion of the project is One hundred Thirteen Thousand Five Hundred and Fifty Nine Dollars ($113,559.00) and the Prairie Lakes Opens Space segment is Forty One Thousand Six Hundred Sixty Five Dollars ($41,665.00). For a total of One Hundred Fifty Five Thousand Two Hundred Twenty Four Dollars ($155,224.00). The Prairie Lakes Open Space project #17030 is within budget.
A 2018 budget amendment transferring funds from the Parks and Recreation Capital Improvement Fund (fund balance) to Project #98900 in the amount of sixty eight thousand dollars ($68,000) is necessary to complete the Aichelman Property Project.
STAFF RECOMMENDATION
Finance, in working with Parks and Recreations and completing the review and evaluation of this Proposal, the recommendation is to award to the most responsive and responsible proposer to perform the required services of Confluent Design in the amount of a total not to exceed One Hundred Fifty Five Thousand Two Hundred Twenty Four Dollars ($155,224.00).
