PURPOSE
Requesting City Council’s approval of the procurement of 22-007250 Basketball-Pickleball Courts by awarding a contract to Arrow J Landscape & Design, Inc., deemed the most responsive and responsible bidder of the one (1) received in response to the posted solicitation, and approving the resolution giving the City Manager, or Designee, authority to sign the contract. Per City Code Section 3-8-90 “All materials, supplies, equipment, service and construction contracts, except as otherwise provided in this Article, with an estimated cost of greater than fifty thousand dollars ($50,000.00), shall be awarded through the formal bid process or the formal RFP process by the City Council. After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest responsive and responsible bidder.”

BACKGROUND
Brighton Park and Montoya Park both have asphalt basketball courts that are deteriorated and bordering on unplayable. This project is to remove the existing courts and install new post tension concrete sports courts that will last for years to come. This project was put out on Bidnet two times with Procurement’s help. The first time, in January, it received zero responses. The second time, in February, this project received one response from Arrow J Landscape & Design, Inc.
FINANCIAL IMPACT
Sufficient appropriation exists for the project.
STAFF RECOMMENDATION
Staff recommends that the City Council approve the request to award a contract to Arrow J Landscape & Design, Inc. as the lowest, most responsive and responsible bidder.
