PURPOSE
To consider a policy for the General Improvement District (GID) Board for when properties would need to submit a petition to be included into the GID boundaries.

 

BACKGROUND

The City established the South Brighton GID in 2004 to facilitate the construction of regional infrastructure improvements in the southern portion of the City. Although the GID has remained in place, it has not been fully utilized. Increasing development interest along the 120th Avenue corridor and throughout the broader southern region has prompted the City to renew its focus on the GID. As growth continues, so does the need for coordinated investment in public infrastructure, particularly, transportation and drainage infrastructure.

 

As private development occurs over time, larger regional infrastructure systems such as major roadways, intersection and/or interchange improvements, and natural and man-made drainage systems will need to be improved to support all of the growth within the area. These regional improvements typically extend beyond the responsibility of any single developer or metropolitan district.

 

The GID addresses these regional infrastructure needs by providing a framework to fund and implement improvements that benefit the entire South Brighton area. It ensures that the costs of these improvements are shared equitably among all benefiting properties and supports the City’s long-term growth. 

 

In order to capture those properties that directly benefit from the regional improvements that the GID would help fund, it is necessary to adopt a policy that outlines at what time in the development process should a property petition for inclusion into the GID boundaries.

 

RECOMMENDATION

City staff has identified properties in the South Brighton area that would benefit from the regional transportation and drainage improvements that will need to be made in the area (see map in the attached PowerPoint presentation).  As there are some properties that are already annexed into the city with some level of entitlements and many that are not, the policy will need to be broad enough to capture properties at almost any stage of the development process.  Thus, the policy will include language that any property that requires a development related approval from the city, must submit a petition to become part of the GID prior to receiving final approval of a development application or permit.

City staff recommends the Council, acting as the GID Board, consider approving a policy at an upcoming GID meeting, to require a petition be submitted for inclusion into the GID at the time of a development application or permit for properties within the GID inclusion area (see map in attached PowerPoint presentation).
