PURPOSE
Requesting City Council approval of a formal solicitation for the 19-036 Non-Potable Reservoir Pump Station to the most responsive and responsible bidder, and approving the resolution giving the City Manager authority to sign the contract.  Pursuant to Municipal Code Section 3-8-90, all bids and proposals in excess of $50,000.00 shall be awarded through formal written procedures by the City Council. 

BACKGROUND/HISTORY

The Non-Potable system serving Carmichael Park, Benedict Park, Memorial Park, and several school fields is currently not running at full capacity due to problems with the pump setup. This has led to potable water being used for irrigation, which is not sustainable due to Brighton’s growth and unprecedented water use. A new pre-fabricated pump station will give the City the ability to run the non-potable irrigation system more efficiently and reduce dependence on potable water during the irrigation season. The manufacturing of this pump station has a lead time of 22 weeks, so approval in January is critical in order to have the pump station delivered by the summer. The pump station will be installed by a contractor to be selected at a later date.

 

FINANCIAL IMPACT

Sufficient funding was approved in the 2020 budget for the Water Activity Enterprise Fund.

STAFF RECOMMENDATION

The Utility Engineering Department reviewed and evaluated the proposals, the recommendation is to enter into the contract that was determined to be in the best interest of the City.  The contract for construction will be with EIS-Solutions, in the amount of Eight Hundred Ninety Five Thousand Two Hundred and Forty Three Dollars, ($895,243.00).
