PURPOSE
The Parks and Recreation Department is requesting through a Resolution to amend certain accounts in the Parks and Recreation Capital Fund and appropriate money for expenditure in the amount not to exceed $23,000.00 for the North Elementary-Malcom Park Play Yard project.
BACKGROUND
The Malcom Park-North Elementary Play Yard project (Project #90410) is estimated to be $280,846.00. The Parks and Recreation Department Staff applied for and was awarded Adams County Open Space grant funding for the Park Play Yard design and construction project in the amount of $95,330.00. The Department also applied for and was awarded grant funding from Great Outdoors Colorado (GOCO) in the amount of $100,000.00. The Brighton 27J School District has approved and will provide $37,840.00 in cash match and $16,016.00 as in-kind match. The City of Brighton has previously committed to providing $27,500.00 in a cash match and $3,500.00 as in-kind match. The City cash match funding comes from the 2014 Recreation Capital Project fund (Project #90410).
Recently (November 24, 2014), the City bid the Malcom Park-North Elementary Play Yard project, and the lowest and most appropriate bid came in at $278,428.00. The bid is from Designscapes, which the City has worked with in the past. The Department chose to also include the Add-Alternates for the mow strip near the play ground area and the directional markers in the outdoor classroom - this increases the bid to $280,690.00. The amount in the Recreation Capital Fund (Project #90410) is $280,846.00. Due to the condition of the park shelter roof needing repairs and everything around the shelter being new, additional funding is needed for the project. An additional $23,000.00 is needed - $13,700.00 to cover the costs of replacing the present shelter roof (Bid Add Alternate #3), and $9,300 for contingency for unforeseen construction costs found during construction.
For the above reasons, the Parks and Recreation Department is requesting through a Resolution to amend the following accounts in the Parks and Recreation Capital Fund by transferring $23,000.00 from Recreation Capital Project #94510 to Recreation Capital Project # 90410.
Dan Frelund, Finance Director, has reviewed this request and confirms that it is reasonable. The attached Resolution allows the City of Brighton, through the City Council, to perform this Supplemental Budget fund change.
FINANCIAL IMPACT
Approving the amending of certain accounts in the Parks and Recreation Capital Fund and appropriating money for expenditure for the North Elementary-Malcom Park Play Yard project will allow for the project to be totally completed.
