PURPOSE

 

To gather Council feedback regarding proposed fees and charges to be assessed by the City of Brighton for 2022.

BACKGROUND

 

The City Council must adopt a resolution setting forth certain fees and charges for the City of Brighton each year. While this is typically brought before Council in December, the City Manager is bringing proposed changes for discussion earlier in 2022 to allow staff ample time to communicate changes to the public prior to January 1, 2022, should Council ultimately adopt these proposed fees and charges. These recommendations were developed through close consultation between the Finance Department, and the departments charging each fee and reflect income necessary for continued levels of service as well as a review of fees and charges implemented by neighboring communities.

There are recommended fee adjustments, language updates, and changes to clean-up discrepancies between the fee resolution and City Code. Proposed changes to the fee resolution include:

                     Alignment of mobile vendor and kennel license fees with City Code,

                     Removing outdated business and sales tax license fees,

                     Updating Probation Services to a flat fee,

                     Reducing costs for Police Department research and crime reports,

                     Introduction of an officer subpoena fee for when defendants fail to appear at trial,

                     Clean-up of Community Development fees such as temporary use permits to align with code and a return to normal,

                     Aligning request for information fees with actual costs of providing services,

                     Inclusion of credit card transaction fees for Community Development,

                     Aligning Community Park Impact Fees and Neighborhood Park Impact Fees with recommendations from the 2021 Parks and Recreation Master Plan update,

                     Increasing cemetery fees to maintain service levels,

                     Aligning the Recreation Center and Brighton Oasis Family Aquatic Park daily and punch pass admissions fees with regional averages, and

                     Updating registration fees for sports programs to align with regional averages.
