PURPOSE
Requesting City Council approval of a formal solicitation for the City of Brighton, Brighton Park 2 Destination Playground’s Project to the most responsive and responsible proposer, and approving the resolution giving the Mayor authority to sign the contract. Municipal Code Section 3.08.090, “. . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council.”
BACKGROUND/HISTORY
The two Destination Playgrounds will replace 24-year old regionally and community significant play structures. They will be totally accessible, themed, and create a fun destination for play.
The larger playground (Main Playground), located adjacent to the shelters and ponds in Brighton Park, will have a farm theme and address features for 2-12 years old. The smaller playground (Midland Playground), located at the southwest corner of Brighton Park adjacent to the Midland Street parking lot, will be geared more for the 5-12 years old age group and will have a theme proposed by the awarded playground company.
These two Destination Playgrounds will benefit all youth, families, and users with a FUN place to play!
Three (3) formal proposals were received on December 11, 2017 at 1100 AM.
The contractors submitting proposals are:
Ø A to Z Recreation
Ø Miracle Recreation Equipment Co.
Ø Recreation Plus, Ltd.
The Proposals received were evaluated by the project team and while all were impressive, one provided for both playgrounds an exceptional concept for the “destination” function and aesthetics, meeting the vision of the Project Team.
FINANCIAL IMPACT
This project is partially funded with ADCO open space grant revenue for $363,000. Sufficient funding was approved in the 2018 budget for the City of Brighton, Brighton Park 2 Destination Playground’s Project. The Proposal from Miracle Recreation Equipment, Co., Inc. is within the budgeted amount.
STAFF RECOMMENDATION
The Finance Department, in working with the Parks and Recreation Department and completing the review and evaluation of this Proposal, the recommendation is to award to the most responsive and responsible Proposer to perform the required services of Miracle Recreation Equipment, Co., Inc. in the amount of a total not to exceed Six Hundred Seventy Four Thousand One Hundred Fifty Five Dollars ($674,155.00).
