1. CALL TO ORDER
Chairman Mills called the meeting to order at 8:36 p.m.

2. MINUTES
A. Approval of the November 1, 2022 South Brighton General Improvement District
Minutes
Motion by Member Blackhurst, seconded by Member Padilla, to approve the Minutes. Motion passed by the following vote:
Aye: 7 - Chairman Mills, Members Blackhurst, Green, Johnston, Padilla, Pawlowski, and Taddeo
Absent: 1 - Member Pollack
3. PUBLIC HEARINGS
A. A RESOLUTION ADOPTING THE 2024 BUDGET FOR THE SOUTH BRIGHTON GENERAL IMPROVEMENT DISTRICT OF BRIGHTON, COLORADO
Chairman Mills read the title of the Resolution into the record.
Chairman Mills opened the public hearing at 8:38 p.m. and Deputy City Clerk Erin Kelm verified the required postings and publications (October 5, 2023 in the Brighton Standard Blade) for this public hearing were completed.
Budget and Performance Manager Kayla Barber-Perrotta gave a brief background regarding the South Brighton General Improvement District and is recommending the 2024 budget and mill levy at zero dollars.
Mayor Mills asked if anyone in the audience signed up to speak on behalf of or against the request, there was none.
Mayor Mills asked if any correspondence had been received, there was none.
Mayor Mills asked if there were questions from City Council.
Member Blackhurst asked what is keeping the city from dissolving the South Brighton GID since it has never been used. City Attorney Alicia Calderón explained that this could be brought back next year to discuss dissolving the GID.
Member Padilla asked for the boundaries of the South Brighton GID and explained that the city might want to keep the GID in place. City Manager Michael Martinez reported that this was discussed several years ago and it was determined that it is better to keep the GID in place in case it is needed.
Chairman Mills closed the public hearing at 8:46 p.m.
Motion by Member Padilla, seconded by Member Blackhurst, to approve Resolution GID-48. Motion passed by the following vote:
Aye: 6 - Chairman Mills, Members Blackhurst, Green, Padilla, Pawlowski, and Taddeo
No: 1 - Member Johnston
Absent: 1 - Member Pollack
4. RESOLUTIONS
A. A RESOLUTION LEVYING GENERAL PROPERTY TAXES FOR THE YEAR 2024 TO HELP DEFRAY THE COSTS OF GOVERNMENT FOR THE SOUTH BRIGHTON GENERAL IMPROVEMENT DISTRICT, COLORADO, FOR THE 2024 BUDGET YEAR
Chairman Mills read the title of the Resolution into the record.
Motion by Member Padilla, seconded by Member Taddeo, to approve Resolution GID-49. Motion passed by the following vote:
Aye: 4 - Chairman Mills, Members Padilla, Pawlowski, and Taddeo
No: 3 - Members Blackhurst, Green, and Johnston
Absent: 1 - Member Pollack
B. A RESOLUTION DESIGNATING THE CITY OF BRIGHTON WEBSITE AS THE PUBLIC PLACE TO POST NOTICES AND AGENDAS OF REGULAR OR SPECIAL MEETINGS OF THE SOUTH BRIGHTON GENERAL IMPROVEMENT DISTRICT FOR THE 2024 CALENDAR YEAR
Chairman Mills read the title of the Resolution into the record.
Motion by Member Padilla, seconded by Member Pawlowski, to approve Resolution GID-50. Motion passed by the following vote:
