PURPOSE
Requesting City Council’s approval for the procurement of 25-008900 Core City Phase 2 Water Line Replacement by awarding a contract to Wagner Construction Inc., deemed the most responsive and responsible bidder of the ten (10) bids received in response to the published solicitation, and approving the resolution giving the City Manager, or designee, authority to sign the contract. Per City Code Section 3-8-30(b): “All materials, services, and construction contracts, except as otherwise provided in this Article, with an estimated cost greater than five hundred thousand dollars ($500,000) shall be awarded through the formal solicitation procedure by the City Council. After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest responsive and responsible bidder.”
BACKGROUND / DISCUSSION
The City of Brighton has been working on design and construction to replace aging, and in some instances undersized, water infrastructure in portions of the City. The larger project is often referred to as the Core City Water Line Replacement Project. The civil engineering design for this phase of the overall project, Phase 2, was completed late last year and is now ready for construction. This phase will replace approximately 7,500 linear feet of dilapidated and undersized water piping, replace water service lines from the main to the meter as needed, and replace and/or relocate fire hydrants within the project limits. The City will also ensure compliance with lead and copper regulations throughout the project.
Water infrastructure has a useful life and it is imperative that any water provider replace aging infrastructure to ensure the reliable delivery of drinking water, reduce the cost of ongoing maintenance, reduce the impact of water main breaks and to reduce the amount of water loss from the system due to leaks. The City of Brighton has funding approved in the 2025 budget for such projects. Funding is also anticipated in the City’s financial models for the entirety of the 15-year Capital Improvement Plan.
FINANCIAL IMPACT
Sufficient appropriation exists for this project.
STAFF RECOMMENDATION
At a future City Council meeting, staff recommend approval of the Resolution as drafted accepting the proposal of Wagner Construction Inc. and authorizing the City Manager, or designee, to sign the project contract after consultation with the City Attorney.
