PURPOSE

Requesting City Council approval of a formal proposal for the City of Brighton Communication Expansion   to the lowest most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract.  Municipal Code Section 3.08.090, “. . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council.” 

 

BACKGROUND/HISTORY

Today’s applications require more and more bandwidth and the cost for leasing these services are on the rise.  To keep up with the demand it is necessary to expand the fiber network.  The fiber network expansion will include the Streets & Fleets facilities, Recreation Center facilities as well as Prairie Center Parkway.  The Prairie Center Parkway project will include adding street signals and the police substation on the wired network.

 

Formal proposals were received on August 17, 2015 at 2:00 PM; eleven (11) firms attended the mandatory pre-proposal conference with three (3) firms submitting a proposal for this project.

                     Communication Construction and Engineering, Inc.

                     E2 Optics, LLC

                     Paonia, Inc.

                     

FINANCIAL IMPACT

Sufficient funding was approved in the 2015 budget for the City of Brighton Communication Expansion.  The proposal from Communication Construction and Engineering, Inc.is within the budgeted amount.

 

STAFF RECOMMENDATION

The Finance Department, in working with the Information Technology Department and completing the review and evaluation of this proposal, the recommendation is to award to the lowest most responsive and responsible proposal of Communication Construction and Engineering., in the amount of Two Hundred Three Thousand Six Hundred Fifty Eight Dollars and Twenty Cents  ($203,658.20).  Communication Construction and Engineering. Is in good standing with the State of Colorado.
