IN AN AMOUNT NOT TO EXCEED ONE HUNDRED EIGHTY-NINE THOUSAND SIX HUNDRED SEVENTY-SIX DOLLARS ($189,676.00), AND AUTHORIZING THE MAYOR TO SIGN THE CONTRACT ON BEHALF OF THE CITY, AND AUTHORIZING THE CITY MANAGER TO APPROVE CHANGE ORDERS FOR UNFORESEEN SITE CONDITIONS UP TO FIFTY THOUSAND DOLLARS ($50,000.00).

PURPOSE
Requesting City Council approval of a formal solicitation for the Indigo Trails Waterline to the most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract. Municipal Code Section 3.08.090, “. . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council.”
BACKGROUND/HISTORY
Currently, the Indigo Trails subdivision is being supplied by a single feed waterline that stretches over a ½ mile long. It was determined that a new distribution line will add redundancy and improve reliability to the existing distribution system in Indigo Trails subdivision. This new waterline will also help to increase flow that will consequently improve water quality. This will provide a great benefit to the citizens residing in Indigo Trails subdivision. The scope of work consists of:
• Installation and construction of 1,402 linear feet of 12 inch and 8 inch PVC waterline
An Optional Pre-Bid Conference was held at City Hall on October 12, 2017.
Six (6) formal bids were received for the Indigo Trails Waterline ITB# 17-055 on October 26, 2017 at 11:00 AM. The bids were received by the Procurement group and then transferred to the Utilities Engineering group for review and ranking.

FINANCIAL IMPACT
Sufficient funding was approved in the 2017 budget for distribution line purchase and install projects. The bid from Excavation & Construction Specialist, INC. is within the budgeted amount.
STAFF RECOMMENDATION
In completing the review and evaluation of this bid the recommendation is to award to the lowest most responsive and responsible bid of Excavation & Construction Specialist, INC. in the amount of a total not to exceed One Hundred Eighty-Nine Thousand Six Hundred Seventy-Six Dollars ($189,676.00). Staff is also recommending up to a $50,000 contingency to allow for change orders by the City Manager in the event of unforeseen circumstances which necessitate timely contract amendment in order to mitigate potential losses.
Excavation & Construction Specialist, INC. is in good standing with the State of Colorado.
