PURPOSE
To approve a Resolution to re-appoint Adam Gollin as Prosecuting Attorney for the City of Brighton.
BACKGROUND
Per Section 8.2 of the City of Brighton City Charter, the City Council may employ such special counsel as may be recommended by the City Attorney or City Manager. The City Council has previously determined that the Prosecuting Attorney shall be a position separate from the City Attorney.
Adam Gollin has been the Prosecuting Attorney for the City of Brighton since 1996. Prior to hiring Jack Bajorek as the City’s first in-house City Attorney, the Prosecuting Attorney was supervised and performance was reviewed by the City Council. As part of the appointment of Jack Bajorek as in-house City Attorney, the organizational chart was changed, placing the Prosecuting Attorney under the City Attorney’s supervision. As has been done in the past, Mr. Gollin bills for his services at an hourly rate.
The Prosecuting Attorney, Adam Gollin, provides a wide range of duties, including:
1. Prosecuting Brighton Municipal Code violations in the Brighton Municipal Court.
2. Representing the City on municipal court appeals.
3. Conducting police training on various topics.
4. Addressing phone calls and correspondence from the police department, witnesses, and victims.
5. Prosecuting liquor enforcement hearings.
6. Serving on the Board of Directors for the Link (the countywide juvenile assessment program) as well as for the Criminal Justice Alternative Sentencing Committee.
7. Handling other duties as assigned by the City Attorney.
Mr. Bajorek supervises and has conducted a performance review of Prosecuting Attorney Adam Gollin and recommends the re-appointment of Mr. Gollin as Prosecuting Attorney.

FINANCIAL IMPACT
Funding for this service is included in the City Attorney portion of the approved 2020 budget.
STAFF RECOMMENDATION
The City Attorney recommends the re-appointment of Mr. Gollin as Prosecuting Attorney.
