PURPOSE
Requesting City Council’s approval of the procurement for 22-007217 Well Site Standby Generators by awarding a contract to Bowman Consulting Group, Ltd., d/b/a PCD Engineering Services, the most responsive and responsible bidder, and approving the resolution giving the City Manager, or designee, authority to sign the contract. Per City Code Section 3-8-90, “All materials, supplies, equipment, service and construction contracts, except as otherwise provided in this Article, with an estimated cost of greater than fifty thousand dollars ($50,000.00), shall be awarded through the formal bid process or the formal RFP process by the City Council. After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest responsive and responsible bidder.”

BACKGROUND
The City of Brighton will be adding standby generators to six crucial service areas currently without a backup source of power, including four well sites, the Greensand Treatment Plant and the North Water Storage site. The generators will supply temporary, emergency power in the event of a power failure. These generators will be supplied by natural gas and operate on automatic switches to activate with minimal disturbances to water supply during power outages.
FINANCIAL IMPACT
Sufficient appropriation exists for the project.
STAFF RECOMMENDATION
Staff recommends that the City Council approve the request to issue an award to PCD Engineering as the lowest, most responsive and responsible proposer.
