PURPOSE
Requesting City Council approval for the procurement of 24-008634 Core City Phase III Construction by awarding a contract to American West Construction, LLC, deemed the most responsive and responsible bidder of the six (6) bids received in response to the published solicitation, and approving the resolution giving the City Manager, or designee, authority to sign the contract. Per City Code Section 3-8-30(b): “All materials, services, and construction contracts, except as otherwise provided in this Article, with an estimated cost greater than five hundred thousand dollars ($500,000) shall be awarded through formal solicitation procedure by the City Council. After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest responsive and responsible bidder.”
BACKGROUND / DISCUSSION
The City of Brighton has been working on design and construction to replace aging, and in some instances undersized, water infrastructure in portions of the City. The larger project is often referred to as the Core City Water Line Replacement Project. The civil engineering design for this phase of the overall project, Phase III, was completed earlier this year and is now ready for construction. This phase will replace approximately 4,000 linear feet of dilapidated and undersized water piping, replace 77 water service lines from the main to the meter, and replace and/or relocate fire hydrants within the project limits. The City will also ensure compliance with lead and copper regulations throughout the project.
Water infrastructure has a useful life and it is imperative that any water provider replace aging infrastructure to ensure the reliable delivery of drinking water, reduce the cost of ongoing maintenance, reduce the impact of water main breaks, and to reduce the amount of water loss from the system due to leaks. The City of Brighton has funding approved in the 2024-2026 budget for such projects. Funding is also anticipated in the City’s financial models for the entirety of the 15-year Capital Improvement Plan.
The City of Brighton was awarded a grant from the US Environmental Protection Agency following US Representative Yadira Caraveo’s successfully secured funding for the project through the Congressional Designated Spending process. The total amount of the award is $959,752.
The City of Brighton Public Works Department has also been planning on improvements to South 4th Avenue in the same limits as the water line project. Following the water line project, South 4th Avenue will undergo roadway improvements. Said improvements were advertised as a separate project and will be recommended for award later this year.
STAFF RECOMMENDATION
Approval of the Resolution as drafted accepting the proposal of American West Construction, LLC and authorizing the City Manager, or designee, to sign the project contract after consultation with the City Attorney.
