PURPOSE
City Council approval is being requested for a formal solicitation for the Renovation of Exterior Wood Windows at the Historic Armory Building Project to the firm having the requisite expertise and experience to perform the required Services, and approving the resolution giving the Mayor authority to sign the contract. Municipal Code Section 3.08.090, “. . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the City Council.”
BACKGROUND/HISTORY
The City of Brighton General Services Department in a collaboration with the Historic Preservation Coordinator accepted proposals to complete the Renovation of Exterior Wood Windows at the Historic Armory Building Project. The renovation is necessary to address the following concerns:
Ø The existing exterior windows at the Historic Armory Building for the 1st floor public restroom and 2nd floor conference room areas are of single pane glass construction and are extremely energy inefficient.
Ø Furthermore, the current windows allow for unwanted outside noise penetration. Supplementary heating and cooling is required in these areas to provide for a comfortable environment and to overcome the environmental challenges created by inefficient windows. Railway and street sounds easily penetrate the existing windows and provide challenges for meetings taking place in the conference room.
A Mandatory Pre-Proposal Conference and Site Visit was held with two (2) attendees.
Two (2) formal proposals were received on September 21, 2017 at 11:00 AM.

Overall the Project Team was pleased with the responses. While both proposals were impressive, due to specification uncertainties the Project Team requested additional information from the contractors.
FINANCIAL IMPACT
Sufficient funding was approved in the 2017 budget for the Renovation of Exterior Wood Windows at the Historic Armory Building Project. However, as that appropriation lapsed on December 31, 2017, a 2018 budget amendment for $65,800 is included in the drafted resolution. The proposal from H.W. Houston Construction, LLC is within the budgeted amount.
STAFF RECOMMENDATION
The Finance Department, in working with the General Services Department and completing the review and evaluation of the proposal the recommendation is to award to the firm having the requisite expertise and experience to perform the required services of H.W. Houston Construction, LLC in the amount not to exceed Sixty Five Thousand Eight Hundred Dollars ($65,800.00) for the Renovation of Exterior Wood Windows at the Historic Armory Building Project.
H.W. Houston Construction, LLC is in good standing with the State of Colorado.
