PURPOSE
Approving An Ordinance for a Land Lease for the Stegman property to Petrocco Farms for the purpose of Farming
BACKGROUND
The City of Brighton owns 6 parcels of land that are suitable to lease for farming. To determine who has an interest in farming the land the City has advertised a Request for Proposal requesting those interested in farming the City land to submit proposals defining the terms for them to farm. The City received one proposal on each of the 6 parcels. The following is each parcel and the terms of the lease of the parcel. All parcels have an initial 5 year term for the lease with an option to extend for an additional 5 years. A map of each parcel is attached.
1. Cemetery Land south of Elmwood Cemetery 13.6 acres, 11.6 farmable. Lessee to pay all utilities for pumping the well. Lessee to pay $232.76/farmable acre annually. Lessee to maintain property in an acceptable manor. City shall approve farming products. Income $2,700/year. Lessee Dave Petrocco
2. Cole Property, 2401 E Bridge 92.5 acres, 85.1 farmable. Lessee to pay $1,000/mo for house. Lessee to pay $35/farmable acre annually. Lessee to maintain the property in an acceptable manor. Lessee to maintain all farm buildings. The City will make repairs to the main house. Lessee to pay all utilities for the farm. Income $14,978/year. Lessee Dave and Ronda Loeffler.
3. Eagle Preserve Property 16200 E 144th Ave 34.3 acres 18.1 acres farmable. Lessee to pay $100/farmable acre. The first year the lessee to reestablish Alfa on area where buildings will be removed. The City will demolish the existing buildings. Income $1,310 first year and $1,810 subsequent years. Lessee Gianna's Custom hay/Frank Serafini
4. Letterly (Robinson) South Property, 144th and south of Potomac 31.4 acres, 24.3 farmable acres, 30 Shares in Fulton Ditch, and a CCWCD well . Lessee to pay $1,500/mo for shop building. Lessee to pay $1.50/farmable acre/year. Lessee to pay annual assessment (2014 assessment $2,660) for use of Fulton Ditch shares and CCWCD Well. The Lessee will have one year to remove all inoperable equipment. Lessee has agreed to provide the City with a tree nursery. The nursery will contain 600 trees after three years. The City will purchase the tree whips, 200 /year for 3 years. The Lessee will plant, water, and trim the trees. When the City is ready to transplant the trees the lessee will dig and ball the trees. The Lessee will maintain the property to acceptable conditions. Income $24,305/year. Lessee Marc Robinson/Autumn Landscape.
5. Letterly (Robinson) North Property, 144th and north of Potomac 44.3 acres, 41.8 farmable acres, 50 shares in Fulton Ditch, and farm house /out buildings. Lessee to pay $160/farmable acre, will be waived for first year until land is productive. Lessee to pay annual assessment (2014 Assessment $2,100) for Fulton Ditch Shares. Lessee will restore existing house for use. Income First year $2,100. Income second year $8,788. This will be a Joint Venture between Berry Patch Farms and Dave Petrocco Farms. Farm will produce organic vegetables, hops, Christmas trees, apple orchard, and flowers.
Stegman Property, 14771 Chambers Road 39.8 acres, 31.4 farmable acres, 50 Shares in Fulton Ditch, and a small farm house/out buildings. Lessee to pay 222.93/farmable acre. Lessee to pay annual assessment (2014 assessment $2,100) for Fulton Ditch Shares. Lessee will have use of farm house/out buildings. Income $9,100/year Lessee Dave Petrocco Farms
FINANCIAL IMPACT
The City will receive $294,529 over the next 5 years from the Farm land Leases.

Staff recommends approval of the Ordinance Leasing the Stegman Property to Petrocco Farms for the purpose of Farming
