PURPOSE

Requesting City Council approval for the procurement of 24-008769 Colorado Front Range Trail Veteran’s Park Trail Connection by awarding a contract to Hallmark, Inc., deemed the most responsive and responsible bidder of the three (3) bids received in response to the published solicitation, and approving the resolution giving the City Manager, or designee, authority to sign the contract.  Per City Code Section 3-8-30(b): “All materials, services, and construction contracts, except as otherwise provided in this Article, with an estimated cost greater than five hundred thousand dollars ($500,000) shall be awarded through the formal solicitation procedure by the City Council.  After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest responsive and responsible bidder.”

 

BACKGROUND

This is the continuation of the Colorado Front Range trail into downtown Brighton. There are roughly 400 linear feet of trail missing to connect Veteran’s Park to the Highway 85 roundabout. This section of trail is located on the west side of Brighton, along West Bridge Street just to the west of Highway 85, right before Veteran’s Park (405 W Bridge Street). This project is constructing a ten-foot concrete trail and other necessary ROW stormwater improvements to create an east-west trail connection into downtown Brighton from the Colorado Front Range Trail.

 

FINANCIAL IMPACT

Sufficient appropriation exists for the project.

 

STAFF RECOMMENDATION

Staff recommends that the City Council approve the request to issue and to award Hallmark, Inc.as the most responsive and responsible proposer.
