PURPOSE
Requesting City Council approval of a formal bid for the Park Lighting Improvements to the most responsive and responsible bidder, and approving the Resolution giving the Acting City Manager authority to sign the contract. Pursuant to Municipal Code Section 3-8-90, all bids and proposals in excess of $50,000.00 shall be awarded through formal bid procedures by the City Council.

BACKGROUND/HISTORY
At the October 15, 2019, City Council Meeting the Parks and Recreation Department, through the City’s Procurement, submitted a single source bid from Musco Sports Lighting, LLC for outdoor sports lighting of Ken Mitchell Park and Colorado Park. At this meeting, City Council determined that the Parks and Recreation Department, through Procurement, must bid the Park Lighting Improvements project and come back to the December 17, 2019, City Council Meeting for approval.
In the 2020 Approved Budget is another sports lighting bid project for Donelson Park, so the Parks and Recreation Department included it within the Park Lighting Improvements bidding process. Also, the trenching and service connection to the power transformers was not included in the single source bid and has been included in this bidding process.
The City’s Procurement Department utilized Rocky Mountain E-Purchasing System - Bid-Net Direct to advertise this bid solicitation. (Rocky Mountain E-Purchasing System - Bid-Net Direct is what the City uses for all bid and proposal solicitations.)
This project addresses recreation amenities lighting in three (3) separate parks: Ken Mitchell Park, Colorado Park, and Donelson Park. All of the projects have been highly requested by residents and two (2) of the projects (Ken Mitchell Park and Colorado Park) are funded by Adams County Open Space grant funding and City of Brighton 2019 Recreation Capital Projects Budget (GL# & Project Codes: 26-17-4520-72001 - 19014 and 32-17-4500-72150 - 19030) and Donelson Park lighting is funded in the Approved City of Brighton 2020 Recreation Capital Projects Budget. The 2019 Recreation Capital Projects Budget funding has been carried over into the 2020 Recreation Capital Projects Budget due to the delay in the bidding process and the 6-8 week ordering time for the lighting.
One (1) formal bid was received on November 27, 2019 at 10:00 AM. The bid was opened and read into the record by the Procurement Specialist at a public bid opening.

Musco Sports Lighting, LLC
Musco Sports Lighting, LLC met all of the requirements of the formal bid request, and no other outdoor lighting firms submitted a formal bid.
Additionally, Musco Sports Lighting, LLC is part of the national bidding cooperative entitled Sourcewell Cooperative, Agreement #071619, that the City’s Procurement has and continues to utilize when bidding other City projects.
Musco Sports Lighting, LLC is in good standing with the State of Colorado and has provided a partial list of lighting installation projects that they have completed or are presently installing within Colorado - see attached.
FINANCIAL IMPACT
Sufficient funding was approved in the 2020 budget for the Park Lighting Improvements. The bid from Musco Sports Lighting, LLC of $207,800.00 is within the budgeted amount for the project.
STAFF RECOMMENDATION
The Finance Department, in working with the Parks and Recreation Department, completed the review and evaluation of this bid and recommends the award to the most responsive and responsible bid to perform the required services to Musco Sports Lighting, LLC in the amount of Two Hundred Seven Thousand Eight Hundred Dollars ($207,800.00); and authorizing the Acting City Manager to sign the contract on behalf of the City and the City Clerk to attest thereto.
Musco Sports Lighting, LLC is in good standing with the State of Colorado.
