PURPOSE
A Resolution authorizing the City of Brighton to enter into a Grant Agreement with Adams County, for mini-grant funding in the amount not to exceed $3,600.00 for the Pheasant Ridge Park - High School Seniors Beautification Project, and authorizing the City Manager to sign and execute the Grant Agreement.
BACKGROUND
The Parks and Recreation Department, during the springs of 2012, 2013, and 2014 have worked with Brighton High School on park beautification projects with their High School Seniors. (The Seniors have completed three beautification projects within the City's Open Space and Parks instead of participating in "Senior Ditch Day".)
Due to the huge success and growth in participants of the past three High School Seniors Beautification Projects; the City's Parks and Recreation Department - Parks Section realizes that Pheasant Ridge Park is in need of additional flowers, shrubs and trees and that the Pheasant Ridge Park - High School Seniors Beautification Project is an appropriate project for the Seniors in 2015. The above listed items are being requested from this Adams County Open Space Mini-Grant.
The City of Brighton requested and was awarded grant funding from Adams County through an Adams County Open Space Mini-Grant in the amount of $3,600.00 (60% of the total) for the purchase of flowers, Shrubs, and trees. The total of the Adams County Open Space Mini-Grant project is $6,000.00. The City's match for this Project is $2,400.00 (40% of the total) and will be used to purchase the remaining amount of flowers, shrubs and trees. (Adams County Open Space "passive mini-grant" projects must have municipal matches of 30% or greater, and "active mini-grant" projects must have municipal matches of 40% or greater.) This project is considered an "active mini-grant" project.
The City Attorney has reviewed as to form the Grant Agreement and confirms that it is Adams County's standard agreement and that the terms are reasonable. The attached Resolution allows the City of Brighton, through the City Council, to enter into the Agreement with Adams County and to allow the City Manager to sign and execute the Grant Agreement.
FINANCIAL IMPACT
Signing the Grant Agreement with Adams County will allow the City of Brighton to receive $3,600.00 in mini-grant funding for the Pheasant Ridge Park - High School Seniors Beautification Project.
OPTIONS FOR COUNCIL CONSIDERATION

· Deny the Resolution.
STAFF RECOMMENDATION
It is recommended that City Council approve the Resolution authorizing the City of Brighton to enter into a Grant Agreement with Adams County, for mini-grant funding in the amount not to exceed $3,600.00 for the Pheasant Ridge Park - High School Seniors Beautification Project, and authorizing the City Manager to sign and execute the Grant Agreement.
