PURPOSE
Requesting City Council approval for the procurement of 25-008940 Micro-Transit Program by awarding a contract to River North Transit, LLC, deemed the most responsive and responsible bidder of the six (6) bids received in response to the published solicitation, and approving the resolution giving the City Manager, or designee, authority to sign the contract.  Per City Code Section 3-8-30(b): “All materials, services, and construction contracts, except as otherwise provided in this Article, with an estimated cost greater than five hundred thousand dollars ($500,000) shall be awarded through the formal solicitation procedure by the City Council.  After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest responsive and responsible bidder.

 

BACKGROUND/HISTORY

The Regional Transportation District (RTD) and the City of Brighton are partnering to provide supplemental transit services aimed at improving mobility and access for residents and businesses within the City. Under the agreement, RTD will contribute up to $1.8 million ($600,000 annually from January 1, 2025, to December 31, 2027), while the City will contribute up to $600,000 ($200,000 annually over the same period). The City is responsible for managing all aspects of service delivery, including operations, marketing, and maintenance, and must ensure compliance with applicable laws while reporting service metrics to RTD on a quarterly basis. To fulfill this responsibility, the City issued a request for proposals (RFP) to identify a qualified service provider and received four responsive and responsible bids. After a thorough evaluation process, the City is now requesting Council’s approval of the selected vendor.

 

FINANCIAL IMPACT

The City will contribute up to $600,000 ($200,000 annually over a 3-year period). Sufficient appropriation exists for the project.

 

STAFF RECOMMENDATION

Staff recommends that the City Council accept Proposal 4, submitted by River North Transit, LLC, as this proposal has been deemed the lowest most responsive and responsible of those received.
