PURPOSE

We will be requesting City Council’s approval at an upcoming regular meeting for an amendment to 24-008466 Sports Complex Design Services.  Per City Code Section 3-8-170, “All change orders or amendments shall be processed through the Finance Department. Department directors shall have authority to approve individual amendments or change orders up to the department director’s aggregate signing authority for the total contract price. The City Manager shall have the authority to approve individual amendments or change orders, in the aggregate, up to the City Manager’s signing authority or up to ten percent (10%) of the original contract amount, whichever is higher. All other amendments or change orders shall be approved by the City Council, as appropriate, based on the signing authority established in this Article.”

BACKGROUND

In April 2024, City Council approved a contract with DHM Design Corporation for $932,212.00 to complete the design for the proposed sports complex at Southern Street and South 40th Avenue.

Design work has been underway since that time. After the 65% design submittal, the construction cost estimate exceeded the initial projections. To bring the project back within the construction budget, the City directed DHM Design Corporation to lead a value engineering effort. This process included adjusting amenities and expanding the site by approximately 7.5 acres to the south on City owned property. These changes reduced costs related to grading, stormwater infrastructure, roadway impacts, and other site related work, while still maintaining the functionality and quality of the sports complex.

Implementing these revisions required the design team and their subconsultants to redo significant portions of the planning and civil design completed for the 65% submittal, resulting in additional design costs reflected in this proposed amendment.

Funding for Amendment No. 1, in the amount of $170,490, has been appropriated in the Parks and Recreation Department Capital Budget.

FINANCIAL IMPACT

Sufficient appropriation exists for the project.

STAFF RECOMMENDATION

Staff will be recommending approval of the amendment to the contract for the design of the sports complex.
