BACKGROUND

The City of Brighton continues to enjoy a long working relationship with HUB International, who serves as our benefits brokers. Nathan Wolfe, HUB Vice President, has assisted over the many years and continues to help us achieve our goal of providing our employees with a high quality and comprehensive benefit package.

In 2019, the City of Brighton moved to UMR, with United Healthcare as the provider, and RX Benefits for medical and prescription cost control. This has proven to be cost effective for the City as well as for the consumer, so we are pleased to report we will continue with UMR and Rx Benefits in 2023 with no changes to the employee contributions.

In addition to our current benefits, we are excited to introduce coverage for Regenexx cellular treatments to our benefits in 2023. There will not be an increase to the administrative costs for this program.

The Zero Card program was implemented in 2020 and is a medical program that does not go through UMR. It is a voluntary program that allows our employees who have qualifying procedures or tests to go into an approved group of high-quality medical providers for all their needs for this procedure at no cost to them. We will retain this program with no increase to our administrative costs in 2023.

Healthcare for our medical benefits, Delta Dental for dental benefits and VSP for vision care. Dental care costs and VSP will remain the same in 2023.

The Telehealth program has been very successful in saving employees time and money and

keeps the City’s medical costs down as well. The cost for this benefit will remain the same in 2023.

We have reviewed our Stop Loss Insurance that was expected for a 7% - 8% increase for 2023, but with the assistance from Nathan Wolfe, we will only see an overall increase of 0.35%.

The cost for the benefits program have been incorporated into the proposed 2023 budget.  The City has built in reserve funds to cover expenses that may arise beyond what is projected in the budget.  This is a normal practice for self-funded insurance plans.
