PURPOSE
The review and adopt the proposed Intergovernmental Agreement between the City and County of Denver and the City of Brighton. Adopting this agreement will allow the City of Brighton the opportunity to apply for Urban Area Security Initiative (UASI) funded goods, services and equipment as well as participate in activities, trainings and exercises sponsored by this grant in the future.
BACKGROUND
In 2002, The Homeland Security Act established the Homeland Security Grant Program and the City and County of Denver has been identified as an eligible candidate for the Urban Area Security Initiative (UASI) program since 2003. The purpose of the program is to assist urban areas in efforts to build, sustain and deliver capabilities necessary to prevent, protect against, mitigate, respond to and recover from acts of terrorism. Funding may also be used to enhance preparedness for other all hazards events provided the use of funds also enhances terrorism prevention, protection, preparation and response.
The purpose of this IGA is to provide for the distribution of UASI grant funds for goods and services through planning, organizing, equipping, training and exercising activities to eligible entities within the region.
As the core City and County of the UASI program, Denver has the responsibility of acting as the fiscal agent, solely responsible for ensuring compliance, as well as serving in the role the sole procurement and coordination agency for goods and service provide under the UASI program.
CRITERIA BY WHICH COUNCIL MUST CONSIDER THE ITEM
As a participating agency, the City of Brighton agrees to the following:
• Complete fiscal risk assessment, if required
• Participate in the UASI THIRA/SPR process
• Comply with terms of each grant agreement
• Make equipment available for inspection and monitoring and provide maintenance records and documentation
• Participate in UASI regional planning and inter-agency coordination activities
• Provide a city point of contact to act as the representative for UASI funded goods and services
• Accept title and or delivery of goods ay the place designated by the contract
• Notify UASI staff upon receipt of goods and services, including documentation requested by UASI staff
• Repair and maintain all equipment and other tangible goods provided under this agreement in good working order for the reasonably expected life-cycle of such equipment
• Maintain records of equipment and goods that may be required by the terms of the agreements.
• Provide supplemental document requested by the City and County of Denver
• Respond to incidents utilizing the equipment provided for or reimbursed for under this agreement, and utilizing trained personnel as requested and reasonably available.
• Participate in the annual UASI Training and Exercise Planning Workshop (TEPW)
• Make equipment and personnel procured with funds from UASI grants reasonably available for training and exercise
• Make personnel trained through regionally funded Train the Trainer programs reasonably available to the region to provide training as requested
• Test and train appropriate responsible persons, and participate in regional trainings and exercises, on use of equipment in simulated exercises.
• Prove a cash match as agreed to in any submitted grant application.
FINANCIAL IMPACT
While not adopting the IGA will not in and of itself have any negative financial consequences, it will make the City of Brighton ineligible to apply for future UASI grant funded projects, equipment, training and activities etc.
