PURPOSE
City Council approval is being requested for a formal proposal for the Comprehensive Plan Update to the firm having the requisite expertise and experience to perform the required Services, and approving the resolution giving the Mayor authority to sign the contract.  Municipal Code Section 3.08.090, ". . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the City Council."  
 
BACKGROUND/HISTORY
The City of Brighton's Comprehensive Plan 2020 was originally adopted in 1999, and subsequently amended in 2001, 2003, 2007 (twice), and 2009.  In the last 16 years since the formation of the Comprehensive Plan 2020, Brighton has seen substantial growth and change resulting in a comprehensive plan which is now outdated, needing more long range vision, and no longer sufficient for its intended purposes.  Work is needed to provide a major overhaul to the existing comprehensive plan, incorporate the South Sub-Area Plan, and help staff develop a plan which will last another 20 years. All necessary staffing, management, materials, equipment, and supplies shall be provided by the consultant to complete the identified services unless otherwise specified in the City Staff Role under section XII. Scope of Work.
 
Formal proposals were received on April 20, 2015 at 2:00 pm for the Comprehensive Plan Update.  Three (3) firms submitted proposals for this project.  
 
The three (3) firms submitting a proposal are:  
 
Otak, Inc.                  Logan Simpson                  MIG, Inc.      
 
All firms were invited to interview. The interview team was comprised of members from the Community Development Department and Finance/Division of Procurement and Contracts.  The attached Evaluation Matrix sets forth the review criteria and the scores for each proposer. While staff interviewed several qualified consultants, Logan Simpson was the strongest candidate.  Both their written proposal and interview demonstrated a strong and progressive focus on public engagement throughout the process. Specifically, they proposed a more "grassroots" system that actually engages the public in their own environment by going out to city events, popular coffee shops, local businesses, summer sporting events, and more.  They have experience creating an inclusive public process to reach out to a variety of community groups such as our Hispanic, senior and youth populations.  They demonstrated specific knowledge and understanding of Brighton and provided excellent technological tools that might be used throughout the process.  Logan Simpson also proposed a strong implementation plan to work with other city consultants for master plan updates to create a unified and usable product that will be referenced throughout the community.  On top of all of this, they have proposed a tight timeline and lower budget than the other proposals.  In summary, Logan Simpson has demonstrated they are the most qualified and experienced consultant firm to help Brighton staff with their next Comprehensive Plan update.
 
FINANCIAL IMPACT
Funding was approved in the 2015 budget in the amount of Two Hundred Thousand Dollars ($200,000.00) for the development of a master plan for Comprehensive Plan Update.  The proposal from Logan Simpson is within the budgeted amount.
 
STAFF RECOMMENDATION
The Finance Department, in working with the Community Development Department, and completing the review and evaluation of this proposal, the recommendation is to award to the firm having the requisite expertise and experience to perform the required services of Logan Simpson in the amount of One Hundred Ninety Thousand Dollars ($190,000.00) for Comprehensive Plan Update.  Logan Simpson is in good standing with the State of Colorado.
