PURPOSE

Requesting City Council approval of a formal Request for Proposals (RFP) for the Playground Improvements in Veterans Park to the most responsive and responsible proposal, and approving the resolution giving the City Manager authority to sign the contract.  Pursuant to Municipal Code Section 3-8-90, all bids and proposals in excess of $50,000.00 shall be awarded through formal bid procedures by the City Council.

BACKGROUND/HISTORY

The project work, situated at Veterans Park, consists of the demolition and removal of the old playground structures and creation of an iconic slide structure and a 2-bay swing set as the main play feature within the designated playground area, and all other work associated to complete the project, where any items not specifically identified are considered inherent to the work.   

 

Five (5) formal sealed proposals were received on October 17, 2019 at 10:00 AM.  The proposals were opened and recorded by the Procurement Specialist.

 

The five (5) firms submitting RFPs are:

                                          STAR Playgrounds

Churchich Recreation, LLC

AtoZ Recreation

Rocky Mountain Recreation, Inc.

Play Power LT Farmington, Inc. c/o Recreation Plus

Staff scored the 5 proposals based on the criteria included within the RFP.  AtoZ scored the highest at 93%.

                                          

FINANCIAL IMPACT

Sufficient funding was approved in the budget for the Park Improvements.  The proposal from AtoZ Recreation of $149,000.00 is within the budgeted amount for the project.  A portion of the funding is from an Adams County Open Space Grant in the amount of $101,835.00.

 

STAFF RECOMMENDATION

The Finance Department, in working with the Parks & Recreation Department and completing the review and evaluation of this RFP, recommends the award to the most responsive and responsible RFP to perform the required services of AtoZ Recreation, in the amount of One Hundred Forty Nine Thousand Dollars ($149,000.00). 

 

AtoZ Recreation is in good standing with the State of Colorado.
