BACKGROUND

The City Council Policy Regarding the Interview and Appointment Procedures for City Board, Commission and Authority Members was amended earlier this year. Earlier this year, the policy was changed to create a panel of four council members, from which two would volunteer to conduct interviews. After the policy was finalized, the Brighton Housing Authority (“BHA”) had some questions that has led to the presentation this evening with some further clarification and changes.

The changes suggested are as follows: allow more flexibility for attending the one meeting before appointment. Requiring attendance at a meeting can create delays, especially for the BHA process where the candidate is interviewed by the BHA executive director, BHA board, and then the two City Council members. The changes would allow the applicant to attend the full meeting at which they are invited for the interview, and this would be considered attendance at a meeting. Another addition in this section clarifies that if the candidate has not attended a meeting before submitting the application, the staff liaison will send the candidate information about the date/time for the next meeting so the candidate can attend a meeting.

The policy still said that administrative staff would send a letter to each application for the date/time of the interview, and the suggested change would use email. Or it could say email and letter, if council would prefer both.

Last, a practice that has been followed but was not written into the policy adds that the candidate may be sworn in at a City Council meeting, or at the next meeting of the Board/Authority/Commission, or at the City Clerk’s Office. The City Clerk’s Office has been used in practice but has now been added. The goal is to provide options for the convenience of the candidate.

The Policy will come before City Council at a future date for adoption by resolution.
