PURPOSE
Requesting City Council approval of a formal solicitation for the Brighton Vietnam Veterans Memorial Stone Pillar Monuments Project to the most responsive and responsible proposer, and approving the resolution giving the Mayor authority to sign the contract. Municipal Code Section 3.08.090, “. . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council.”
BACKGROUND/HISTORY
In 2016 the Brighton Vietnam Veterans approached the City Council requesting a Vietnam Veterans Memorial be constructed in Brighton.
As a result of this appeal, staff was requested to meet with the Veterans to design a Vietnam Veterans Memorial. Staff met with the Veterans in 2017 to design the memorial. The design was completed in mid-2017 and the budget identified in the 2018 budget.
The final design includes 6 granite pillars with the names of service men and women that served in Vietnam. There is a central pillar that includes the names of service personnel that were killed in action in Vietnam. The entrance pillar will state the purpose of the memorial. The memorial will include three flag poles and landscaping. The lighting of the flags and the memorial will be solar lights.
A mandatory pre-conference was held at City Hall on February 5, 2018 with five (5) companies in attendance.
One (1) formal proposal was received on February 16, 2018 at 2:00 PM.
The proposal although responsive and responsible was higher than anticipated. The Project Team along with the Procurement and Contracts Manager met with the Contractor, Brekhus Marble & Granite, LLC to identify opportunities for potential cost avoidance. The agreed upon modifications will not have an effect on the final project.
FINANCIAL IMPACT
The total Brighton Vietnam Veterans Memorial Stone Pillar Monuments project cost is estimated to be $132,000, which is $22,000 higher than the amount appropriated in the 2018 budget. This additional cost is attributable to more names to be engraved on the memorial than originally budgeted; and a change of monument material (at the request of the Veterans) from basalt to polished granite.
A 2018 budget amendment, transferring funds from the Capital Improvement Fund (fund balance) to Project #17018, in the amount of $22,000, is requested. Project savings in 2017 on other capital projects provided available funding for these additional costs.
STAFF RECOMMENDATION
In completing the review and evaluation of this proposal the recommendation is to award to the most responsive and responsible proposer of Brekhus Marble & Granite, LLC in the amount of a total not to exceed One Hundred and Eleven Thousand Seven Hundred Six Dollars and Sixty Cents ($111,706.60).
Brekhus Marble & Granite, LLC is in good standing with the State of Colorado.
