Reference: INTERGOVERNMENTAL AGREEMENT FOR DISASTER MUTUAL AID ASSISTANCE
To: Mayor Richard N. McLean and Members of City Council
Through: Manuel Esquibel, City Manager
Prepared By: Stephanie Hackett, Emergency Management Coordinator
Date Prepared: 7/17/2015
PURPOSE
The Purpose of the AGREEMENT FOR DISASTER-EMERGENCY MUTUAL AID AND DISASTER-EMERGENCY FUNDING ASSISTANCE IN AND BETWEEN LOCAL GOVERNMENTS, hereafter referred to as the IGA, is to set the terms and provisions for local mutual aid assistance and cost sharing during emergencies and disasters.
The IGA refers to any type of disaster resources which could be needed within Adams County that is not already covered under an existing agreement (i.e. IGA for MCCU, North Metro Fire Chief’s Mutual Aid Agreement, Law Enforcement Mutual Aid, etc.). The provisions of the IGA may be applied in both declared disasters/emergencies and non-declared disasters/emergencies. M
Generally, signatories to this IGA are able to request and receive (as available) emergency assistance from both Adams County and other municipalities party to the IGA. The IGA supports the provision of mutual aid (no cost assistance) for the first twelve (12) hours from the time the resource is dispatched. After the initial (twelve) 12 hour period, the responding agency may choose to continue to provide mutual aid, or may charge the requesting party at the rate provided when agreeing to respond.
BACKGROUND
This IGA was developed in 2012 to standardize response and resource sharing expectations among municipalities within Adams County and to clearly outline expectations of cost, roles, and responsibilities in both requesting and providing emergency resource assistance within Adams County. While traditional first response agencies maintain and utilize mutual aid agreements, nontraditional responders vital to comprehensive emergency response, (i.e. Streets and Fleet, Utilities, etc.) do not have an intra-county agreement specific to their staff, equipment and subject matter experts. This IGA addresses those gaps in mutual aid, and outlines the conditions under which the City of Brighton can both request disaster assistance and provide assistance to other jurisdictions within Adams County.
Jurisdictions currently party to the IGA include Adams County, and Arvada, Commerce City, Federal Heights, Northglenn, Thornton and Westminster.
CRITERIA BY WHICH COUNCIL MUST CONSIDER THE ITEM
The benefits of becoming party to the IGA include access to a pre identified system and structure under which the City of Brighton can request mutual aid assistance from both the county and other municipalities for the first twelve (12) hours of any incident, as well as provide assistance to other Adams County jurisdictions utilizing a predetermined cost structure.
FINANCIAL IMPACT
The financial impact of this IGA would be varied based on the size, scope and location of an incident. In a large scale county event, not affecting the City of Brighton, the County of Brighton could be asked to provide a variety of resources that we would not be able to bill for within the first twelve (12) hours. Alternately, if an incident occurred within the City of Brighton and the city requested assistance under the IGA, costs would not incur until after the twelve (12) hour period.
There is no cost to become party to the IGA, nor does the IGA require the City of Brighton to provide resources if we choose not to do so.
STAFF RECOMMENDATION
Review the IGA and approve the Resolution to become a signatory.
OPTIONS FOR COUNCIL CONSIDERATION
Review the IGA and approve the Resolution to become a signatory
Decline to sign onto the IGA and create just in time resource/cost sharing agreements, delaying the mobilization of critical emergency resources.
