PURPOSE
Requesting City Council approval of a formal bid for the Bromley Farm Carriage House Construction project to the most responsive and responsible bidder, and approving the resolution giving the City Manager, or designee, authority to sign the contract. Pursuant to Municipal Code Section 3-8-90, all bids and proposals in excess of $50,000.00 shall be awarded through formal bid procedures by the City Council.

BACKGROUND
This Bromley/Hishinuma Farm Carriage House project will include the construction of a two-car carriage house. The City completed the rehabilitation of the Bromley/Hishinuma Farm buildings in 2016. In 2017 the City received a donation of a CIRCA 1880’s carriage. The carriage is completely restored. To protect the carriage a new building is to be constructed to keep the carriage out of the weather and away from animals. The carriage house will also be used for storage of equipment for the operation of the farm. The carriage and equipment are currently stored in the barn. Next year we anticipate completing the rehabilitation of the barn to be used as an event space. Thus the equipment stored in the barn need to be relocated to the new Carriage House. The carriage house will be located south of the barn, in the unused open area.
Five (5) formal bids were received on July 16, 2019 at 10:00 AM. The bids were opened and read into the record by the Procurement Specialist at a public bid opening.

FINANCIAL IMPACT
Sufficient funding was approved in the Parks and Recreation Capital Budget for the Bromley Farm Carriage House Construction Project. The bid from Performance Construction of $82,179.00 is within the budgeted amount for the project.
STAFF RECOMMENDATION
The Finance Department, in working with the Parks and Recreation Department and completing the review and evaluation of this bid, the recommendation is to award to the most responsive and responsible bid to perform the required services of Performance Construction, in the amount of Eighty Two Thousand Dollars One Hundred Seventy Nine Dollars ($82,179.00).
Performance Construction is in good standing with the State of Colorado
