PURPOSE
A Resolution authorizing the City of Brighton enter into a Mini-Grant Agreement with Adams County, for grant funding in the amount not to exceed $4,800.00 for the “High School Seniors Beautification Project in Elmwood Cemetery”; authorizing the City’s matching obligation of $3,830.00; authorizing a 2018 Budget Amendment; authorizing the City Manager to sign and execute the Mini-Grant Agreement; and setting forth other related details.

BACKGROUND
The Parks and Recreation Department, during the springs of 2012-2017, and again in May 2018 worked with Brighton High School on park beautification projects with their High School Seniors. (The Seniors have completed this project instead of participating in “Senior Ditch Day”.) In early May 2018 the Parks Division and the High School Seniors completed the planting within Elmwood Cemetery. Funding for a portion of the trees came through this Adams County Open Space Mini-Grant Agreement. The project occurred prior to the High School Seniors graduating on May 26, 2018. The City was officially awarded the funding by the Adams County Commissioners on May 22, 2018, and is required to have the Agreement signed. (The first Brighton City Council Meeting in which the City Council can approve the signing of the Agreement with Adams County is June 5, 2018.)
The awarded grant funding from Adams County through an Adams County Open Space Mini-Grant is in the amount of $4,800.00 (55.6% of the total) for the trees. The City’s match for this beautification project is $3,830.00 (44.4% of the total). (Adams County Open Space “mini-grant” projects must have a minimum municipal match of 40% or greater.) This project is considered a “passive mini-grant” project. The total of the Adams County Open Space Mini-Grant project is $8,630.00.
The City Attorney has reviewed as to form the Mini-Grant Agreement and confirms that it is Adams County’s standard agreement and that the terms are reasonable. The attached Resolution allows the City of Brighton, through the City Council to enter into the Agreement with Adams County and to allow the City Manager to sign and execute the Mini-Grant Agreement.
FINANCIAL IMPACT
Signing the Mini-Grant Agreement with Adams County will allow the City of Brighton to receive $4,800.00 in grant funding for the “High School Seniors Beautification Project in Elmwood Cemetery”. The City’s match is already within the 2018 Budget. The 2018 Budget will be amended and appropriated for the fiscal year beginning January 1, 2018 and ending December 31, 2018, in grant revenue account number 30-18-4540-03008-00132 and the grant expenditure account number 30-18-4540-43003-92030 as follows:
