Date Prepared: February 8, 2024
PURPOSE
Requesting City Council approval for the procurement of 24-008486 Brighton Sports Complex Dugouts and Shade Structures by awarding a contract to Churchich Recreation Equipment, LLC, the exclusive agent of Poligon Products by Porter Corporation, a company that has previously been awarded a Cooperative Agreement with Sourcewell utilizing competitive bidding methods, and approving the resolution giving the City Manager, or designee, authority to sign the contract. Per Municipal Code Section 3-8-10, “Cooperative purchasing means: a) procurement conducted on behalf of two (2) or more public procurement units; b) the combining of requirements of two (2) or more public procurement units in order to obtain the benefits of volume procurements and/or reduction in administrative expenses; c) a variety of arrangements whereby two (2) or more units purchased from the same supplier using a single invitation to Bid (1TB) or Request for Proposal (RFP); or d) leveraging the competitively procured agreements of other public entities or governmental agencies.” The City shall pursue cooperative procurement methods when it has been determined to be within the best interests of the City.
BACKGROUND
The Brighton Sports Complex was originally built in 1998. In 2022, the complex saw major upgrades including all new artificial turf fields and a new playground. With the upgrades in 2022, we have seen an increase in usability of the fields and programming year-round. Two additional upgrades that need to be addressed are new dugouts and shade for patrons and teams.
There are eight (8) total dugouts at this complex, two (2) per field. All eight (8) are original to the complex and are 25 years old. They have deteriorated significantly over that time and are posing a potential safety risk.
Shade around the complex is also non-existent. With the increased usage and playability of this complex, during a tournament or multiple games, we may be requiring patrons to be present at the complex for an extended period of time with no place to take shade near the fields. This has been a major complaint we have received from user groups, patrons, and complex goers.
By installing new all metal dugouts and adding all metal shade structures over the bleachers we can successfully meet the needs of this complex and continue our efforts for Brighton to become a recreation destination.
FINANCIAL IMPACT
Sufficient appropriation exists for the project.
STAFF RECOMMENDATION
