PURPOSE
At a future regular meeting, Public Works will be requesting City Council’s approval for the procurement of Construction of North 40th Avenue Roadway Segment by awarding a contract to Mid City Corporation, deemed the most responsive and responsible bidder of the ten (10) bids received in response to the published solicitation, and approving the resolution giving the City Manager, or designee, authority to sign the contract.  Per City Code Section 3-8-30(b): “All materials, services, and construction contracts, except as otherwise provided in this Article, with an estimated cost greater than five hundred thousand dollars ($500,000) shall be awarded through the formal solicitation procedure by the City Council.  After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest responsive and responsible bidder.”

BACKGROUND/HISTORY
North 40th Avenue has long been identified as an essential north-south corridor within the City’s long-range transportation planning efforts. The segment between East Bridge Street and Garcia Avenue is currently incomplete, limiting mobility and increasing reliance on adjacent streets. The intersection of North 40th Avenue and East Bridge Street is currently signalized, but the roadway connection remains missing.

The proposed project will complete this missing link and improve multimodal transportation, traffic circulation, and safety in the corridor. The project will fully construct North 40th Avenue between East Bridge Street and Garcia Avenue. Major elements include:

Roadway, Pedestrian, and Bicycle Facilities

                     Establish a new north-south connection from East Bridge Street to Garcia Avenue.

                     Install 11-foot travel lanes, curb and gutter, sidewalks, bike lanes, street lighting, and ADA-compliant pedestrian improvements.

                     Posted speed limit will be 30 mph on the new roadway segment.

Utilities and Drainage

                     Upgrade an existing waterline.

                     Construct new drainage infrastructure.

                     Build a new stormwater detention and water-quality pond to manage runoff in the corridor.

                     Install required signage and pavement markings.

                     Convert the intersection at N 40th Avenue and Garcia Avenue to a stop-controlled intersection, with the stop sign on Garcia Avenue

Adjustments to surrounding properties

                     The parking space on the west side of 27J Human Resources Building will be removed and replaced with xeriscape.

                     The project will construct a Class 6 Aggregate Base Course (ABC) pathway around the James property, located in the north-west quadrant of E Bridge St. and N 40th Ave., providing two access points.

FINANCIAL IMPACT
Sufficient appropriation exists for the project.

 

STAFF RECOMMENDATION

Staff will be recommending at a future regular meeting to award the bid submitted by Mid City Corporation, in the amount of $2,794,259 as this has been deemed the most responsive and responsible bidder of those received.
