To: Mayor Richard N. McLean and Members of City Council
Through: Manuel Esquibel, City Manager
Chontel Trujillo, Assistant City Manager of Operations
Prepared By: Curtis Bauers, Utilities Director
Date Prepared: September 1, 2015
PURPOSE
Request approval of a supplemental budget appropriation in the amount of $1,100,000 for the repair of flood damages at Ken Mitchell Lakes Cell 1
BACKGROUND
Ken Mitchell Lakes sustained serious damage during flooding in June 2015. This damage resulted in an emergency declaration by the City on July 28th, 2015.
During the event, the river changed course, completely submerging the diversion structure into Ken Mitchell Cell 1. While relatively high water levels still prevent a detailed investigation of the structure, it is clear that the diversion structure in its existing condition, is not operational.
The diversion structure is the primary means to move water from the South Platte River into Cell 1. The City is quite dependent on free river in managing its raw water supplies. Free river typically becomes available during spring runoff which generally begins when temperatures start to rise in April/May of each year.
The requested budget appropriation of $1,100,000 includes budgetary estimates for engineering services, construction services, and permitting costs.
CRITERIA BY WHICH COUNCIL MUST CONSIDER THE ITEM
FINANCIAL IMPACT
There are sufficient funds available in the Water Enterprise Cash Balance and the Water PIF Accounts to cover this requested expense. Additional FEMA assistance may be provided to offset these costs at a later date, based on the emergency declaration status granted to Adams County. The requested $1,100,000 would come from both the Water Enterprise Cash Balance and Water PIF accounts in the following amounts:
Debit Credit
Ken Mitchell Emergency Repair Project $1,100,000
Water Enterprise Cash Balance $627,000
Water PIF Account $473,000
STAFF RECOMMENDATION
The Ken Mitchell Diversion Structure is an indispensable facility in the successful and efficient operation of the City’s raw water supply. It must be repaired to meet the full needs of the community. There are sufficient funds available, but they may come at the cost of delays to future projects.
