PURPOSE
Requesting City Council’s approval of a resolution authorizing the City Manager, or designee, to execute the 2nd Amendment to an Intergovernmental Agreement (IGA) between the City and MHFD regarding the Sable Outfall.
BACKGROUND
The Sable Outfall system will serve existing and future development in the City, including the Sable Boulevard improvements, Farmlore Development and approximately 500 acres of the Prairie Center Development. The piped portion under the Fulton Ditch (known as Phase A) has been completed by Farmlore per a reimbursement agreement previously approved by Council.
The original IGA for this phase (known as Phase B) was approved by City Council on December 16, 2025. City Council also approved the 1st Amendment on March 3, 2026, under which each party provided additional funding toward project construction.
The City and MHFD wish to add additional funding under the IGA to complete construction of the project.
Per the 1st IGA Amendment, the City and MHFD have each already contributed $1.725M for the project. Each party will now contribute an additional $600,000 to complete the project under the 2nd IGA Amendment.
Naranjo Civil Constructors was chosen by the project sponsors as the contractor for this phase of the project. Naranjo has already mobilized to the site and began work. Construction is anticipated to be complete in November 2026.
Traffic impacts to Sable Boulevard will include traffic flow in both directions controlled by a temporary traffic signal near the 148th Avenue alignment. This impact will occur over approximately 40 days beginning on or around June 15. 144th Avenue will be closed east of the intersection with Sable Boulevard for approximately 40 days beginning on or around July 15.
FINANCIAL IMPACT
Sufficient appropriation exists in the 2026 budget for the City’s contribution to the project as defined in the 2nd IGA Amendment.
STAFF RECOMMENDATION
City staff recommend approval of the resolution as drafted, authorizing the City Manager, or designee, to execute the 2nd Amendment to the IGA.
