PURPOSE
Consider a resolution approving an IGA with CDOT for the Traffic Signal System Improvement Program (TSSIP) grant and signal interconnect project.
BACKGROUND
The Streets and Fleet Department applied for and received a TSSIP grant from DRCOG in 2013 to provide reliable communication to the traffic signal controllers and streamline field equipment. The grant provides a total of $424,000 in federal funding to develop the communications study and construct the network, purchase a central signal management system, and purchase controllers or other traffic signal equipment.
TSSIP is a joint effort between DRCOG and CDOT. DRCOG assists the local agency by managing studies and consultants, and providing the necessary federal reports related to the goals of TSSIP. CDOT manages the federal funds allotted to the program; an IGA with CDOT is required to allow the local agency to expend the TSSIP grant funds.
FINANCIAL IMPACT
The CDOT IGA states the local agency shall pay any costs exceeding the grant amount; however, the risk of costs exceeding the grant amount are quite low for this project. Unlike complex roadway projects following non-City design requirements, this project is relatively simple with the majority of construction work consisting of boring cable. In addition, the scope of the IGA clearly states, "Intersections and locations may be added or subtracted based on inventory, design issues, other projects in the area, or budget issues." This will allow staff to adjust the limits of the project to available funding and prevent overages.
Staff will utilize a consultant to assist in contract and paperwork support. Federal funds have strict requirements regarding process and documentation, a consultant specialized in State and Federal contract management will provide staff with the necessary support to ensure adherence to the applicable processes.
Staff is presenting a supplemental budget request to provide the up-front funding for the project expenditures in parallel with this request.
STAFF RECOMMENDATION
Staff recommends approval of the resolution.

1. Approve the resolution as presented.
2. Postpone and request further information.
3. Approve a modified resolution.
