PURPOSE

 

Requesting City Council approval of a resolution:

                     Accepting the formal bid from Layne Inliner, LLC as the lowest, most responsive and responsible bidder for the 2015 Sewer Line Rehabilitation Cured in Place Pipe (CIPP) project

                     Authorizing a contract with Layne Inliner, LLC for the Cured in Place Pipe (CIPP) project, Bid #15-030

                     Giving the Mayor authority to execute such contract, and

                     Authorizing the City Manager to approve changes to the contract amount up to ten percent (10%) of the original contract amount. 

 

BACKGROUND

 

CIPP is a process of lining sanitary and stormwater sewer pipes with a cured-in-place lining.  The lining can correct minor problems within degrading pipes and significantly increase the expected life of the pipe.  This method is much less expensive than replacing existing pipes; however, it can slightly limit the capacity of the pipe and cannot be used in situations where pipes have completely failed.

 

The City of Brighton Utilities Department has infrastructure suitable for this treatment and has prioritized this infrastructure for repairs.  The proposed 2015 CIPP is a continuation of the ongoing rehabilitation of the sanitary and stormwater systems.

 

Formal bids for the 2015 Sewer Line Rehabilitation Cured in Place Pipe (CIPP), Bid #15-030, were requested consistent with Municipal Code Section 3.08.090,”…All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the City Council.” 

 

Formal bids were received from Contractors for the 2015 Sewer Line Rehabilitation Cured In Place Pipe (CIPP) on June 4, 2015 at 2:00 PM.  All bids received were opened and read into record by the Procurement & Contracts Supervisor at a public bid opening.

Layne Inliner, LLC was the lowest, most responsive and responsible bidder and is in good standing with the State of Colorado.

 

CRITERIA BY WHICH COUNCIL MUST CONSIDER THE ITEM

FINANCIAL IMPACT

 

Sufficient funding was approved in the 2015 Budget for the 2015 Sewer Line Rehabilitation CIPP.  The bid from Layne Inliner, LLC, including a 10% contingency, is within the budgeted amount.  No additional supplemental funding is required.

Construction projects, and particularly projects dealing with below grade infrastructure, have the potential for unexpected expenses related to conditions that have yet to be identified.  In order to ensure that the project can progress efficiently through unforeseen circumstances, staff is also requesting Council authorize the City Manager to approve changes to the contract up to 10% of the total contract amount.  This equates to $232,125.

STAFF RECOMMENDATION

 

After completing a thorough review of the proposed bids, staff recommends Council approve the proposed resolution as provided.
