PURPOSE

To finalize City Manager Michael Martinez’s 2023 performance evaluation, set a new compensation rate, and update his current employment contract, as directed by the City Council on October 3, 2023.

 

BACKGROUND

 

City Manager Michael Martinez was appointed by the City Council on October 26, 2021, as City Manager. The City Council is tasked with conducting an annual performance evaluation process that is approved by the Council.  

 

Per the City Manager’s current contract, the City Council is required to conduct an annual performance evaluation by November 30th of each year. The Employment Agreement is for an initial two-year term, which may be renewed by mutual agreement of the parties. Compensation may be amended by mutual agreement.

 

The City Council met on September 12, 2023, with Director Young to discuss Michael Martinez’s performance evaluation plan.

 

On October 3, 2023, in an Executive Session, Director Young met with the City Council to present the performance evaluation results. The City Council provided feedback to the City Manager before directing Director Young to bring back a resolution regarding the performance and increase in annual compensation as agreed by the parties. The City Council found that the City Manager meets expectations. The City Council also approved changes to the City Manager contract, and the Amendment to the Employment Agreement is attached to the Resolution.

 

FINANCIAL IMPACT

 

The approved budget for 2023 has sufficient funds to cover the increase in compensation. 

 

STAFF RECOMMENDATION

 

Staff finds that the process for conducting an annual performance evaluation required in the Charter and the Employment Agreement was implemented by the City Council. This resolution is brought at the request of the City Council.

 

 

OPTIONS FOR COUNCIL CONSIDERATION

 

1.                     Approve the Resolution to increase the City Manager’s compensation and amend the City Manager Employment Agreement.

2.                     Deny the Resolution.

3.                     Request further direction or information from staff.
