PURPOSE
The purpose of this Intergovernmental Agreement (IGA) is to ensure the long-term operation and maintenance of the stormwater quality pond at Veterans’ Park. The City and Colorado Department of Transportation have partnered in previously approved IGA HA1-XC-00059 for the design and construction of said pond. The pond will treat stormwater runoff prior to discharge to the South Platte River. Through the conditions of the IGA, the City of Brighton will be responsible for the long-term maintenance and operation of the pond and associated appurtenances.

BACKGROUND

Stormwater runoff from an approximately 90-acre basin currently discharges to the McCanne Ditch and, ultimately, the South Platte River, untreated at two locations near Veterans’ Park: One location on the south side of Highway 7 and the other on the north side of Highway 7. This drainage basin encompasses portions of multi-family residential development, Downtown Brighton and the intersection of Highways 85 and 7.

The existing project is underway to construct a stormwater quality pond on the north side of Highway 7 and will re-direct flows from the south side of Highway 7 north to the stormwater quality pond. This will allow treatment of the entire 90-acre basin. Approximately 75% of the runoff tributary to the pond is from the City of Brighton. The remaining 25% is from CDOT right-of-way.

The location of the pond is on land currently owned and maintained by the City of Brighton.

CRITERIA BY WHICH COUNCIL MUST CONSIDER THE ITEM

FINANCIAL IMPACT

The City of Brighton will add this pond to the list of other water quality ponds inspected by the City’s Stormwater and Environmental Division. Maintenance will be completed as needed by Utilities staff.

STAFF RECOMMENDATION

Staff recommends participation in the IGA titled Veterans’ Park Water Quality Project Maintenance Intergovernmental Agreement 18-HA1-XC-00059 to ensure the long-term maintenance of the water quality pond at Veterans’ Park. The maintenance of the pond will improve the quality of water in local waterways for future use and improve the resiliency of the natural environment.
