PURPOSE
Requesting City Council approval of a formal Request for Proposal for the Erger’s Pond Augmentation Station engineering design phase services to the qualified most responsive and responsible firm and approving the resolution giving the Mayor authority to sign the contract. Municipal Code Section 3.08.090, “. . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council.”
BACKGROUND
The Utilities Department owns three reservoirs, located on the west side of Brighton, that are used to store augmentation water. Ken Mitchell Cell 1 is the only reservoir that currently has the permanent capability to augment out of and/or fill with free river water. The City would like to expand their augmentation operations for the design of an Augmentation Station at our north most reservoir, Erger’s Pond.
Proposals were received from firms for the Erger’s Pond Augmentation Station Engineering Design Phase Services on May 14, 2015 at 2:00 PM.
Firms submitting proposals:
• Drexel, Barrell & Company
• Burns & McDonnell Engineering Co, Inc.
• FEI Engineers
Based on a multi-person team review of submitted Proposals, the firm of Burns & McDonnell Engineering was invited to interview with the project team comprised of members from the Utilities Department and Finance Department/Division of Procurement, Contracts and Risk.
The project team ranked and evaluated the firms in a matrix that highlighted the evaluation criteria. Burns & McDonnell Engineering Co, Inc. received the highest score from the project team as the firm best meeting the evaluation criteria. The criteria used for the evaluation and final recommendation of the interview firms included:
Ø Firms knowledge of the project and needs of the City
Ø Firms experience with other projects of relative size
Ø Firms schedule to complete work
Ø The proposing firm’s fee (not-to-exceed cost) structure based on the services to be provided
CRITERIA BY WHICH COUNCIL MUST CONSIDER THE ITEM
FINANCIAL IMPACT
Funding was approved in the 2015 budget for the Erger’s Pond Augmentation Station design completion. No additional funds are required at this time.
STAFF RECOMMENDATION
Staff recommends the contract be awarded to the most qualified, responsive and responsible firm - Burns & McDonnell Engineering Co, Inc., for an amount not to exceed Two Hundred Ninety Eight Thousand Two Hundred Ninety Eight Dollars ($298,298.00) for the Engineering Design of the Erger’s Pond Augmentation Station.
